1, making up lessons without a license will be investigated and dealt with by the education administrative department, including warning, fine, confiscation of illegal income, revocation of illegally held schools and other educational institutions, revocation of teachers' qualifications, order to stop enrolling students, and revocation of school license;

2. Unlicensed remedial classes violate the provisions that relevant state units or individuals must obtain relevant qualifications and business licenses before they can engage in market economic activities, thus forming an actual unlicensed operation.

Unlicensed operation refers to the act of engaging in business activities without obtaining a license issued by the licensing examination and approval department in accordance with the provisions of laws and regulations, without applying for industrial and commercial registration with the administrative department for industry and commerce, and obtaining a business license.

The conditions required for a training institution to obtain a school license are as follows:

1. Social organizations that run private schools shall have the status of legal persons. Individuals who run private schools should have political rights and full capacity for civil conduct. Private schools should have legal personality;

2, the establishment of private schools should meet the needs of local education development, in line with the education law and other relevant laws and regulations. The setting standards of private schools shall be implemented with reference to the setting standards of similar public schools at the same level;

3, held to implement academic education, preschool education, self-study examination and other cultural education of private schools, by the education administrative department of the people's government at or above the county level in accordance with the provisions of the state authority for examination and approval.

Procedures for handling administrative cases by public security organs

Article 108

When handling the following administrative cases, with the approval of the person in charge of the public security organ, the places, facilities and articles specially used for engaging in unlicensed business activities may be sealed up according to law. However, the daily necessities of individual citizens and their supporters shall not be sealed in places and facilities unrelated to illegal acts:

(a) operating an industry that requires the permission of the public security organ as stipulated by the state without authorization;

(2) According to the Regulations on the Administration of Entertainment Places, the public security organ may take measures to ban it;

(three) other public security management cases that should be sealed up according to the Anti-Terrorism Law of People's Republic of China (PRC) and other laws and regulations. Places, facilities and articles that have been sealed up by other state organs according to law may not be sealed up again.
