Responsible for the preparation of scientific and technological progress and development plans, annual scientific and technological progress and scientific and technological pilot plans of the bureau and its branches;

Responsible for the establishment, implementation and acceptance of scientific research, pilot test of science and technology, new technology promotion and high-tech industrialization projects of the state, group companies, joint-stock companies, management bureaus and branches;

Responsible for the investigation, research and comprehensive analysis of the scientific and technological progress of the General Administration and its branches, and put forward suggestions on scientific and technological development to the superior leaders and relevant departments;

Responsible for formulating the intellectual property work plan of the General Administration and its branches; Organizing the declaration, implementation, protection and reward of patented technology, and being responsible for the publicity, implementation and training of intellectual property laws and regulations;

Responsible for the preparation of laboratory development planning of the General Administration and its branches, and organizing and coordinating the construction of key laboratories;

Responsible for the use, management, supervision and control of scientific research funds and pilot funds;

Responsible for the evaluation, acceptance and reward of scientific and technological progress and technological innovation achievements of the bureau and its subordinate units, as well as the selection and reward of oilfield scientific and technological talents;

Responsible for the daily management of Oilfield Science and Technology Committee, Association for Science and Technology, Shandong Petroleum Institute and SPE China South Branch;

Responsible for the management of science and technology exhibition centers of units directly under the Bureau;

Responsible for the preliminary examination of technology market access and the registration and management of technology contracts.
