Chapter III Education and Training Objects of Regulations on Cadre Education and Training

Twelfth cadres have the right and obligation to receive education and training.

Thirteenth cadre education and training for all cadres, focusing on party and government leading cadres at or above the county level and outstanding young and middle-aged cadres.

Fourteenth cadres should participate in the corresponding education and training according to different situations:

(a) to implement the centralized rotation training of the major decision-making arrangements of the party and the state;

(two) the party's basic theory and party spirit education training;

(3) New records of initial training (employment);

(4) On-the-job training for promotion to leadership positions;

(5) on-the-job training during the on-the-job period;

(six) specialized business training for special work;

(7) Other training.

Article 15 Party and government leading cadres at the provincial or ministerial level, bureau level and county level shall participate in the training of Party schools, administrative colleges, cadre colleges and other training institutions recognized by the cadre education and training management departments for a total of three months or more than 550 hours every five years. If the personnel who are promoted to leadership positions fail to meet the requirements of education and training before promotion due to special circumstances, they shall complete the training within 1 year after promotion. The administrative department of cadre education and training shall make plans and make overall arrangements.

The time for other cadres to participate in education and training shall be determined according to relevant regulations and work needs, and the accumulated time shall not be less than 12 days or 90 class hours per year.

Sixteenth cadres must strictly abide by the rules and regulations of education and training, strictly abide by the provisions of learning and training, be honest and self-disciplined, and complete the prescribed education and training tasks.

Cadres who do not participate in education and training or fail to meet the requirements of education and training for some reason should be retrained in time. If the assessment of cadre education and training is unqualified, the annual assessment shall not be determined as excellent. Those who do not participate in education and training without justifiable reasons should be criticized and educated until they are dealt with. Cadres who resort to deceit to obtain training experience, academic qualifications or degrees will be dealt with severely in accordance with relevant regulations.

Seventeenth cadres to participate in full-time education and training, generally should enjoy the same treatment on the job, generally do not undertake the daily work of the unit, abroad (border) inspection and other tasks. If it is really necessary to ask for leave due to special circumstances, the formalities must be strictly fulfilled.

Eighteenth individual cadres to participate in social training, the expenses shall be borne by themselves, and shall not be reimbursed by financial funds and unit funds, and shall not accept any funding or disguised funding from any institution or others.
