The state clearly stipulates that primary and secondary schools cannot charge students for remedial classes. If it is free of charge, it is allowed to make up lessons voluntarily. The situation that the school organizes collective make-up classes without charge does not belong to paid make-up classes. There are three situations in which primary and secondary schools constitute paid remedial classes: first, organize and require students to participate in paid remedial classes. However, as long as the school organizes students to make up lessons in its own name and collects fees, no matter whether the make-up lessons are conducted by the school or off-campus training institutions, they are all organized by the school and all require paid make-up lessons. Second, make up lessons jointly with off-campus training institutions. The school doesn't organize or require students to make up lessons with compensation, but as long as the school makes use of its dominant position and students' trust in the school, it doesn't use the name of the school alone, but cooperates with off-campus training institutions in the name of the school in disguise. No matter whether the school collects fees in the name of the school, or the off-campus training institutions collect fees to compensate the school, or the school does not collect fees from students who participate in make-up classes or off-campus training institutions in any form. However, off-campus training institutions charge students to take part in their make-up classes, and off-campus training institutions adopt a joint way with schools, which belongs to the paid make-up classes of schools. Third, provide education and teaching facilities or student information for off-campus training institutions to make up lessons for compensation. As long as public primary and secondary schools provide education and teaching facilities or student information to off-campus training institutions, even if they do not charge any fees, it will increase the burden on students and is not conducive to promoting quality education. And off-campus training institutions always charge fees. In order to fundamentally put an end to paid remedial classes, it is very necessary to incorporate this behavior into the behavior of paid remedial classes.
Legal basis: Article 6 of the Provisions on Prohibiting Paid Make-up Classes for Primary and Secondary School Teachers and In-service Primary and Secondary School Teachers has the following circumstances:
First, it is strictly forbidden for primary and secondary schools to organize and require students to take paid remedial classes;
Second, it is strictly forbidden for primary and secondary schools and off-campus training institutions to jointly make up lessons;
Three, it is strictly prohibited for primary and secondary schools to provide education and teaching facilities or student information for off-campus training institutions to make up lessons;
Four, it is strictly prohibited for in-service primary and secondary school teachers to organize, recommend and induce students to participate in paid remedial classes inside and outside the school;
Five, it is strictly prohibited for in-service primary and secondary school teachers to participate in other teachers, parents, parents' committees and other organizations of off-campus training institutions or paid remedial classes. ;
Six, it is strictly prohibited for in-service primary and secondary school teachers to introduce students and provide relevant information for off-campus training institutions and others.
In violation of the above provisions of primary and secondary schools, depending on the seriousness of the case, the corresponding informed criticism, cancel the qualification of awards, revoke the honorary title and other penalties, and shall be investigated for school leadership responsibility and supervision responsibility of relevant departments. For in-service primary and secondary school teachers who violate the above provisions, depending on the seriousness of the case, they shall be given criticism and education, admonishing conversation, ordered to check, informed criticism and even corresponding administrative sanctions.
