Therefore, the cooperative will be unable to operate soon after its establishment and will be forced to dissolve. In addition, a few cooperatives were established only to obtain state subsidy funds, and they lacked comprehensive consideration on how to develop and go to the market after the establishment of cooperatives, and their short-term behavior was outstanding.
2. The investment amount is not true, and there are few members. According to the Regulations on the Registration and Management of Farmers' Specialized Cooperatives, when a cooperative applies for a business license, it will no longer verify the capital contribution of its members. Therefore, some cooperatives have the problem of false capital contribution, which is mainly manifested in the following aspects: First, increase the capital contribution at will; The second is to calculate the private assets of members as cooperative assets; Third, there is no distinction between monetary funds and physical funds; Fourth, the contribution of some members ranks first among all members, forming a situation in which one share of capital dominates another, which has a very adverse impact on the operation and standardization of cooperatives.
3. The publicity is not in place. At present, the development of cooperatives has only attracted the attention of some villages (residences) and large professional households. Farmers' general understanding of cooperatives is vague, and many cadres and masses lack understanding of cooperatives, especially the role of cooperatives, which leads to the slow development of cooperatives, the overall scale is small, the development work has not been fully rolled out, and a good social atmosphere has not yet formed.
4. Management has not been standardized. Some cooperatives have been reorganized, neglected in management, and their internal management and operation mechanisms are not standardized enough. Some cooperatives nominally set up boards of directors, boards of supervisors and other organizations, and their daily operations, including major affairs, are often decided by individuals. Some cooperatives are only registered and established, and do not carry out specific business. According to the survey, only 30% of cooperatives operate normally and have a sound system.
5. Lack of risk control mechanism. At present, most farmers who participate in cooperatives only see "benefits * * *" and are unwilling to accept "risks * * *". Most farmers joined the cooperative with the idea of relying on "big families" and "capable people". Because of their weak legal awareness, once they need to introduce some high-risk projects, they will encounter disputes and resistance in the distribution of costs and benefits, and the articles of association of cooperatives lack the necessary binding force, which is easy to intensify contradictions within cooperatives.
Two, promote the development of farmers' professional cooperatives in our province.
1. Attach importance to the cultivation of cooperative talents. The quality of farmers is directly related to the organizational process of agricultural business entities, so the government should increase investment in rural education, improve farmers' cultural level, carry out training for farmers, popularize the basic knowledge of market economy, enhance farmers' market concept and risk awareness, gradually improve rural human resources and promote the healthy development of farmers' professional cooperatives in rural areas; Establish a business training system, train a group of activists and leaders of cooperative undertakings, help farmers' professional cooperatives to establish internal education and learning mechanisms, guide members to deepen their understanding and understanding of cooperative systems and articles of association, and improve their sense of cooperation and their sense of identity with cooperatives.
2. Continue to increase publicity. At present, the proportion of farmers in our province who are very familiar with farmers' professional cooperatives is very low, and some farmers even don't know it at all. Lack of understanding of cooperatives will inevitably lead to farmers' unwillingness to participate. Therefore, we should guide farmers ideologically and use various forms of publicity to make farmers deeply realize the benefits brought by developing professional cooperatives, enhance farmers' cooperative consciousness, stimulate farmers' cooperative motivation, create farmers' cooperative opportunities and stimulate farmers' cooperative practice. In addition, we should actively publicize the government's support policies for cooperatives and attract more farmers to participate in the organization and construction of cooperatives.
3. Increase financial support for cooperatives. First of all, it is necessary to clarify and simplify the policies and procedures for granting credit funds to cooperatives. In the early days of its establishment, cooperatives need to set up management fees and training fees for all kinds of professionals to participate in various skills training. Without this capital expenditure, a loss situation will be formed in the early days of its establishment. Second, the government's agricultural project funds should be entrusted to professional cooperatives, and professional counterpart development projects should be arranged for cooperatives with good development foundation, strong development aspirations and strong leadership, so as to promote entrepreneurship and enhance their strength, thus expanding the scale of professional cooperatives.
4. Strengthen the standardized construction and management of cooperatives. The assessment and appraisal process of the superior to the cooperative should be fair and just, and the policy of giving relief with awards should be standardized and institutionalized. The government should give certain spiritual or material rewards to those who contribute to the leadership and management of professional cooperatives, so as to improve the enthusiasm of managers.
5. Do a good job in typical demonstration and give play to the leading role of cooperatives. We should continue to adhere to the principles of classified guidance, typical demonstration and gradual advancement, and help farmers enhance their sense of cooperation and promote professional cooperation through the radiation-driven role of demonstration cooperatives. In terms of technical services, the supply of means of production, the sale of agricultural products, etc., we will promote the cooperative operation to be more standardized, the market to be more stable, and the benefits to be significantly improved, and truly play the leading role of "lighting a lamp and illuminating a large area".
