The education, human resources and social security departments of the people's governments at or above the county level shall guide, supervise and inspect the implementation of the school safety system according to their respective responsibilities. The public security organs of the people's governments at or above the county level shall maintain public security and traffic order around the campus in accordance with the law, guide the school to do a good job in campus security, and promptly handle school emergencies and illegal and criminal cases in accordance with the law.
The competent departments of judicial administration, urban management, transportation, health, emergency management, market supervision and management of the people's governments at or above the county level and the institutions for comprehensive management of social security shall, according to their respective functions and duties, do a good job in school safety.
Township people's governments and sub-district offices shall, according to their duties, do a good job in school safety in their respective jurisdictions. Article 5 Villagers' committees and residents' committees shall assist township people's governments and sub-district offices to do a good job in school safety. People's governments at all levels can purchase services to support schools to strengthen security personnel and carry out daily safety management. Parents or other guardians of students shall perform their guardianship responsibilities according to law and cooperate with schools to do a good job in student safety education. Article 9 Trade unions, communist youth leagues, women's federations, disabled persons' federations and other organizations shall assist in school safety.
Encourage scientific research institutions and social organizations to carry out school safety education and management research, and carry out school safety training, publicity and evaluation under the guidance and supervision of the education, human resources and social security departments of the people's governments at or above the county level. Article 10 Any unit or individual who discovers any behavior that endangers the physical and mental health and life safety of teachers and students shall promptly report to the education, human resources and social security, public security and other competent departments of the people's government at or above the county level. Primary and secondary schools and kindergartens shall establish a post safety responsibility and assessment system for teaching and administrative staff.
The principal responsible persons of public schools and the legal representatives, actual controllers and principals of private schools are the first responsible persons for school safety. Thirteenth guardians of minor students shall perform the following duties in school safety work:
(1) Provide effective contact information for schools;
(2) Informing students in writing of their special physique, specific diseases or other physiological and psychological abnormalities;
(three) safety education and off-campus safety management for students;
(4) Educate students to correct bad behaviors;
(five) other duties that need to be performed in school safety work.
Adult students, their parents or other close relatives shall inform the school in writing of the provisions of the second paragraph of the preceding paragraph.
