According to the spirit of "Implementation Opinions of Shantou Municipal Committee on Accelerating the Development of Talents in Our City" (Shan Shi Fa [2065 438+07] 16), this implementation plan is formulated in order to establish a normalized entrepreneur training mechanism and strive to train and bring up a group of professional, modern and international outstanding entrepreneurs and professional managers.

I. Objectives and tasks

Through financial support, the heads of listed companies, headquarters enterprises, high-tech enterprises and high-growth small and medium-sized enterprises in our city, as well as the entrepreneurial talents of national, provincial and municipal major talent programs (hereinafter referred to as "entrepreneurs") go to well-known universities or scientific research institutions at home and abroad to study and train or study in well-known enterprises, and strive to cultivate a group of professional, modern and international outstanding entrepreneurs and professional managers to provide talent support for the high-quality development of enterprises in our city.

Second, the conditions and quantity of funding targets

(A) the conditions of fund-raising objectives

The recipients of funding should be the heads of listed companies, headquarters enterprises, high-tech enterprises and high-growth small and medium-sized enterprises registered in accordance with the law within the administrative area of our city, or the entrepreneurial talents of national, provincial and municipal major talent programs, who have studied and trained in famous universities or scientific research institutions at home and abroad or studied in famous enterprises for 1 to 12 months, and meet the following basic conditions:

1. Support the party's line, principles and policies, love the motherland, be honest and law-abiding, be conscientious in their duties, be passionate in their dedication, be brave in competition, cooperate and communicate, know people well, be enthusiastic about public welfare, serve the society, and have strong innovation and entrepreneurial ability;

2. Have a global vision, strategic thinking, innovative spirit and operational ability, and have one or more professional knowledge such as strategic planning, capital operation, human resource management, accounting and law;

3 outstanding business performance and achievements, and the main work currently engaged in is closely related to my major or expertise;

4. Good health, the age should be under 55 in principle, and the age of those who have made outstanding contributions can be appropriately relaxed;

5. The content of study and training abroad is forward-looking and innovative;

6. Those who study and train abroad shall have the foreign language level required for study and training;

7. Having worked full-time in Shantou for more than 5 years before choosing a sponsor;

8. Agree to make a written commitment to the Municipal Bureau of Industry and Information Technology to participate in the training and continue to work full-time for 3 years in the employer of our city and bear the corresponding liability for breach of contract;

8. The main business of an enterprise shall conform to the national industrial policy. Financial industry and real estate industry do not support it, and manufacturing industry gives priority to support it under the same conditions.

According to the different talent structure and needs of enterprises, standards or requirements can be raised or increased on the basis of the above conditions according to the actual situation, but they cannot be lowered. Persons who have been punished by party discipline and discipline or who have been investigated by the relevant authorities for alleged violation of discipline and law shall not be identified as funding targets.

(2) Number of recipients

Our city plans to sponsor 20 entrepreneurs every year, and the recipients are selected and determined by the Municipal Bureau of Industry and Information Technology in conjunction with relevant departments.

Three. Exchange the requirements of training institutions

(1) Institutions: Overseas institutions must be well-known institutions in the countries where China citizens mainly study abroad, as announced by the Foreign-related Supervision Information Network of the Ministry of Education (www.jsj.edu.cn) and the Study Abroad Network of China (www.cscse.edu.cn). Domestic universities must be domestic double-class universities (including the former national 985, 2 1 1 engineering construction colleges).

(2) Scientific research institutes: famous domestic scientific research institutes or national and provincial key laboratories; Well-known overseas research institutes or key laboratories.

(3) Well-known enterprises: domestic well-known enterprises include those in the list of the top 500 enterprises in China published by the Entrepreneurs Association of china enterprise confederation and China; Top 500 Guangdong enterprises selected and released by Guangdong Enterprise Federation and Guangdong Entrepreneur Association. Well-known foreign companies include the world's top 500 companies last year.

Four. Financing methods and financing arrangements

According to the actual cost of study, transportation and accommodation during the study and training at home and abroad, the living allowance is paid from the special fund for talent development in the city. The unit where the funded object belongs can match a certain amount of funds to solve the related expenses that the funded object exceeds the funded amount during the study and training at home and abroad. The personnel relationship of the funded object will remain unchanged during the study abroad (border), and the relevant wages and benefits will be implemented according to the relevant regulations of the unit. The specific scheme is as follows:

(1) Study and training at home and abroad. Organize training objects to be directed to advanced areas, famous enterprises, famous universities and scientific research institutions at home and abroad in a centralized or batch way, learn experience, broaden horizons, enhance the realm, sum up and improve each other, sublimate business concepts, and deepen exchanges and cooperation among entrepreneurs. Domestic study and training time is less than 6 months (including 6 months), with a maximum of 20,000 yuan and a maximum of 40,000 yuan for more than 6 months; The study and training time abroad is less than 6 months (including 6 months), with a maximum of 30,000 yuan and a maximum of 50,000 yuan for more than 6 months; The study and training time at home and abroad shall not be less than one week.

(two) to study in famous enterprises at home and abroad. Organize training objects to study and exercise in well-known enterprises at home and abroad in a centralized or batch manner, learn advanced experience, understand the operation mechanism, improve leadership, feel advanced corporate culture, enhance social responsibility awareness and strengthen cooperation and exchanges. Domestic enterprises with less than 6 months (including 6 months) can provide up to 20,000 yuan, and those with more than 6 months can provide up to 40,000 yuan; Foreign companies can provide up to 30,000 yuan for less than 6 months (including 6 months) and up to 50,000 yuan for more than 6 months.

The currency of the above amounts involved is RMB.

The Municipal Bureau of Industry and Information Technology formulates a training plan according to this implementation plan every year, and organizes the declaration after applying for special funds.

(1) declaration. Every year, the Municipal Bureau of Industry and Information Technology issues a declaration notice, and all districts (counties), the Municipal Science and Technology Bureau, the Municipal State-owned Assets Supervision and Administration Commission, the Municipal Finance Bureau, the Overseas Chinese Experimental Zone and other units organize enterprises to declare. The application method is recommended by the employing enterprise, and the employing enterprise shall submit the application materials to the relevant units directly under the municipal government or the competent departments of industry and information technology of each district (county). Relevant municipal units and district (county) departments in charge of industry and information technology shall summarize and report to the Municipal Bureau of Industry and Information Technology after preliminary verification.

(2) review. The Municipal Bureau of Industry and Information Technology shall review the application materials, organize an expert review group to score eligible applicants, put forward a list of candidates to be trained according to the scoring results, and publicize it in official website for 7 working days.

(3) Tissue culture. Candidates who have no objection to publicity shall be determined by the Municipal Bureau of Industry and Information Technology as the training object and organized for training. The recipient should sign a training contract with the current work unit.

(3) identity certificate, highest academic degree certificate, professional and technical qualification or technical grade certificate, honor and reward certificate, etc. ; Personal social security payment certificate;

(4) Brief introduction of the employing enterprise;

(five) the labor (employment) contract signed with the enterprise and other supporting materials;

(6) Letter of commitment.

The above materials shall be reviewed in originals and copies shall be collected. The application form and copies of the supporting materials are combined and bound into a book (table of contents and page numbers).

Seven. responsibility for breach of contract

(a) the training contract signed by the funded object and the current work unit shall specify the content, expected effect, assessment method and liability for breach of contract. Any unit or individual who practices fraud to obtain funding, the Municipal Bureau of Industry and Information Technology will expose it in the municipal media, recover the subsidies that have been paid, and hold the relevant units or individuals accountable according to relevant laws and regulations.

(two) the trainees should complete the training procedures before the end of the year, and those who fail to do so will be disqualified.
