Article 4 The municipal public security organ is the administrative department in charge of dog management, and is fully responsible for dog management. Specifically responsible for dog registration and annual inspection, accepting dog complaints, handling dog security disputes, and investigating dogs disturbing people, raising dogs without a license, illegally raising dogs and illegally taking dogs out; Killing rabies; Organize the reception of dogs without owners and stray dogs.
The urban management department is responsible for investigating and dealing with the behavior of selling dogs without a license in public places and the behavior of destroying the city appearance and environmental sanitation because of raising dogs; Assist the public security organs to investigate and deal with illegal dog raising and illegal dog carrying out; Assist public security organs to kill rabies and take in stray dogs and stray dogs.
The animal husbandry department is responsible for the quarantine and immunization of dogs, and auditing the epidemic prevention conditions of their breeding and business premises; Implanting electronic tags for dogs; Establish and manage dog shelters; Harmless treatment of the dog's body.
The health department is responsible for the publicity and education on the prevention of rabies and other diseases, as well as the supply and inoculation of rabies vaccine for human use, the diagnosis and treatment of patients, the monitoring and management of epidemic situation.
The industrial and commercial department is responsible for the registration of dog sales, breeding and diagnosis and treatment institutions and the supervision and management of business activities.
Finance and price departments are responsible for the supervision of dog management fees.
Fifth city street offices (towns), residents' committees and residential property management units shall perform the following duties and assist the relevant administrative departments to do a good job in dog management:
(a) actively carry out publicity and education on civilized dog raising according to law;
(2) Accepting reports and complaints from residents;
(three) to stop the illegal dog-raising behavior and report to the relevant administrative departments;
(four) to formulate a convention on dog-raising matters in the region and organize its implementation;

Article 6 Dog owners shall keep dogs in accordance with the law and in a civilized manner, and shall not violate social morality, damage public interests and the legitimate rights and interests of others, or damage public environmental sanitation.
Seventh any unit or individual has the right to criticize, dissuade, report and complain about illegal dog-raising behavior.
The relevant administrative departments shall publish the telephone number, email address and email address for accepting reports and complaints, and inform the informants and complainants of the handling situation within ten working days after receiving the reports and complaints, and keep them confidential.

Ninth dog management, urban areas are divided into key management areas and general management areas.
The areas within the urban ring road (East Ring Road, binjiang road, South Ring Road and Guo Shoujing Avenue) are the key management areas. Other areas are general management areas.
Dogs in key management areas are subject to compulsory registration, regular annual inspection and rabies compulsory immunization system. Without registration, annual inspection and immunization, no unit or individual may raise a dog. Dogs in the general management area shall implement the rabies compulsory immunization system.
Tenth key management areas, each household is limited to a small ornamental dog, and it is forbidden to raise, sell and breed large dogs and strong dogs.
Except for guide dogs and disabled dogs used by the disabled.
Eleventh dog owners who bring foreign dogs into this city shall hold the dog quarantine and immunization certificate issued by the animal husbandry department where the dog was originally located.
It is strictly forbidden to bring foreign large dogs and strong dogs into the key administrative areas of this Municipality.
Dog breeders who bring foreign dogs into the key administrative areas of this Municipality and live for more than 1 month but not more than 6 months shall, within 30 days from the date of entry, go to the local police station for temporary dog registration; Those who have lived for more than six months shall apply for dog registration in accordance with the provisions of these measures.
Twelfth individual residents to apply for a dog, shall meet the following conditions:
(1) Having full capacity for civil conduct;
(two) have a permanent residence in this city or a temporary population of more than one year;
(3) Having a fixed residence and living in a single household;
(4) Dogs are small ornamental dogs.
Thirteenth units to apply for a dog, shall meet the following conditions:
(1) The entity and its responsible person have legal person status;
(2) Having proper purposes such as keeping property, exhibitions and performances;
(3) Having a sound dog management system;
(4) Having professionally trained managers;
(five) there are dog cages, kennels, fences and other captive facilities.
Article 14 Before a resident raises a dog, the conditions for raising a dog shall be verified by the neighborhood (village) committee of the community where he lives. To meet the conditions, the neighborhood (village) committee shall issue a certificate of consent to raising dogs, and sign a dog-raising obligation with it. The content and format of the "dog-raising obligation guarantee" shall be uniformly formulated by the public security organs.
Fifteenth dog owners shall, within fifteen days after obtaining the certificate of consent to raise dogs, take the dogs to the immune quarantine point set up by the animal husbandry department for quarantine and rabies vaccination. The animal husbandry department shall issue animal immunization certificate and animal quarantine certificate and implant electronic tags for dogs. Dog owners shall, within 10 days after obtaining the dog immunization and quarantine certificate and completing the electronic tag implantation, bring relevant materials to the local police station for dog registration.
Sixteenth individual residents applying for dog registration shall submit the following materials:
(1) An application for dog registration;
(two) the dog owner's legal identity certificate;
(three) the dog's immunization and quarantine certificate and its full-body photo;
(4) A certificate issued by the neighborhood (village) committee agreeing to raise a dog;

(3) Immunity and quarantine of dogs;
(four) the issuance time of dog registration certificate and dog license;
(5) Other matters that should be recorded.
Twentieth public security organs should establish an electronic file for dog registration, and publish the following contents:
(a) the dog owner's name, address or address and contact information;
(2) Full-body photos of dogs;
(3) breed and main physical characteristics of dogs;
(four) the initial registration time, registration certificate and dog license number;
(five) the change, replacement and cancellation of the dog registration certificate;

Twenty-first animal husbandry departments should set up dog shelters, and equipped with harmless treatment facilities. Responsible for receiving and handling abandoned, lost, detained and confiscated dogs and stray dogs.
Dogs housed in dog shelters can be claimed and adopted within seven days from the date of receiving them. Dogs confiscated by public security organs according to law shall not be claimed and adopted.
Twenty-second dogs born three months later, the dog owner should take the dog to the local animal disease prevention and control institutions for the first time rabies immunization, and obtain the rabies immunization certificate; Dogs will be immunized for the second time when they are 12 months old, and then once every six months.
The animal husbandry department shall establish a dog immunization file, and if it is found that the dog is sick or carries the virus, it shall be detained on the spot and handled in accordance with the prescribed procedures, and the expenses required shall be borne by the dog owner.
Twenty-third dog registration certificate is valid for one year, and the annual examination system is implemented.
Dog owners should carry dogs, registration certificates and immunization certificates, and go to the registration authority for inspection within 30 days before the expiration of the validity period.
Twenty-fourth dog owners in any of the following circumstances, should be within fifteen days with the dog registration certificate to the registration authority for change and cancellation procedures:
(a) the dog owner's name, address or address and contact information have changed;
(two) the dog owner transfers or sells the dog to others;
(3) the dog is gone;
(4) the dog is dead;
(five) the dog owner really needs to give up the dog for some reason.

Article 26 In key dog management areas, dog owners shall pay dog immunization and quarantine fees and dog management service fees (including registration fees and annual examination fees). Dog management service fee standards, determined by the municipal government and publicity.
Dogs raised by blind people, dogs raised by severely disabled people, and widowed elderly people enjoying the minimum living allowance are exempted from dog management service fees.
After the death of the dog, if the dog owner raises the dog again, he shall submit the certificate of harmless treatment of the dog's corpse and be exempted from the management service fee for the first year.
If foreign dogs enter the temporary registration of key management areas, the dog registration fee will be halved.
Twenty-seventh dog management service fees charged by public security organs when handling dog registration or annual inspection, and immunization and quarantine fees charged by animal husbandry departments when dogs are immunized and quarantined.
Dog management service fees shall set up financial accounts, implement two lines of revenue and expenditure management, and be earmarked for dog management, the setting and management of dog shelters and the harmless treatment of dog carcasses. The insufficient part shall be allocated by the municipal finance.
Twenty-eighth dog owners shall comply with the following provisions:
(1) When you take your dog out of the house, you should hang a dog tag and chain it. The length of the leash should not exceed two meters. Adults should lead dogs and carry dog registration certificates, and should avoid the elderly, the disabled, pregnant women and children;
(2) Dogs shall not be kept in public places in residential areas; If you take a dog in the elevator of a residential building, you should avoid the peak time of taking the elevator, put a muzzle on the dog, or put the dog in a dog bag or cage; Neighborhood (village) committees and owners' committees can determine the specific time when dogs are prohibited from riding escalators according to the actual situation;
(3) When carrying a dog in a small taxi, the driver's consent shall be obtained, and a muzzle shall be put on the dog, or the dog shall be put into a dog bag, a dog cage or a hug;
(4) Dogs raised by units, sick dogs that need to be isolated, breeding dogs and dogs for sale shall be kept in captivity or in captivity, and dogs shall not be taken out for a walk; If you go out because of registration, annual inspection, immunization, diagnosis and treatment, work, sales and other reasons. The dog should be put in a dog cage or put on a muzzle and led by an adult;
(five) when taking the dog out of the house, it shall immediately remove the feces excreted by the dog outdoors and put them in the garbage dump (box);
(6) Dog-keeping shall not interfere with the normal life of others, and dog owners shall take effective measures to stop it when barking affects the rest of others;
(seven) regularly inject rabies vaccine for dogs;
(eight) shall not abuse or abandon dogs;
(nine) strictly fulfill other obligations stipulated in the "dog-raising obligation guarantee".
Twenty-ninth dogs are prohibited from entering the following areas:
(a) the state party and government organs, enterprises and institutions, hospitals and other office places;
(two) schools, kindergartens and other places where children gather and play;
(3) Museums, art galleries, libraries, exhibition halls, theaters, stadiums and community public fitness places;
(four) markets, shops, commercial blocks, restaurants, Internet cafes and other public places of business;
(five) public transport, ticket offices and waiting rooms except small taxis;
(six) parks, including comprehensive parks, botanical gardens, zoos, children's parks, heritage parks and street parks and other special urban parks.
Except for guide dogs and support dogs carried by the blind and severely disabled.
Thirtieth major festivals or large-scale activities, the municipal government may designate a temporary dog ban area, dogs are prohibited from entering.
After the temporary dog-raising area is designated, it shall be announced and a sign prohibiting dog-raising shall be set up.
Article 31 Except for the provisions of Articles 29 and 30 of these Measures, no unit or individual has the right to decide to prohibit dogs from entering its business or management premises. No dogs allowed, no dogs allowed.
Article 32 Anyone can take measures to stop dogs that hurt people. Those who endanger the life safety of the injured can be killed on the spot.
If a dog hurts others, the dog owner shall immediately send the injured person to a medical and health institution for diagnosis and treatment, pay the medical expenses, and send the injured dog to a dog shelter within 24 hours, and the animal husbandry department shall check the infectious diseases.
The animal husbandry department shall submit the dog injury examination to the public security organ within five days, and the public security organ shall load the dog registration electronic file.
Thirty-third dogs cause damage to others, the dog owner or manager shall bear tort liability; It can be proved that the damage was caused by the intentional or gross negligence of the infringed party, and the liability may not be assumed or mitigated.
If the large and strong dogs that have not taken safety measures for dogs or are prohibited from being kept cause damage to others, the dog owner or manager shall bear all tort liabilities.
If an abandoned or escaped dog causes damage to others during the abandonment or escape, the original dog owner or manager shall bear all tort liabilities.
If a dog hurts people and causes serious mental damage to others, the infringed may request compensation for mental damage.
Article 34 Any unit or individual that finds a dog suffering from or suspected of suffering from rabies or other serious infectious diseases of people and animals shall promptly notify the animal husbandry department, which shall immediately deal with the dog accordingly.
When rabies or other serious infectious diseases occur, the relevant departments shall immediately take relevant measures and start emergency plans when necessary to control the epidemic situation.
Article 35 Anyone who engages in dog breeding, selling, holding dog exhibitions or engaging in other dog business activities shall go through industrial and commercial registration according to law. To set up a dog clinic, you should also obtain an animal diagnosis and treatment license issued by the animal husbandry department. Personnel engaged in dog diagnosis and treatment shall have veterinary qualifications and be registered to practice.
The sale of dogs shall hold an animal immunization and quarantine certificate issued by the animal husbandry department.
Thirty-sixth prohibit the establishment of dog breeding, trading, training and exhibition places in the following areas:
(a) the key management areas delineated in these Measures;
(two) drinking water source protection areas;
(3) Core areas and buffer areas of scenic spots and nature reserves;
(4) densely populated areas such as residential quarters, commercial buildings or schools.
Thirty-seventh dog owners should properly dispose of the following dogs, and if they cannot dispose of them themselves, they should send the dogs to the dog shelter, and the dog shelter shall not refuse to accept them:
(1) Abandoning dogs;
(two) more than the prescribed number of dogs;
(three) dogs that do not meet the conditions are not allowed to go through the formalities of dog registration and annual inspection.
When a dog-raising place receives the dogs specified in the preceding paragraph, it shall issue a certificate of acceptance to the dog owner and establish a receiving file.

Neighborhood (village) committees, owners' committees or realty service enterprises shall disclose matters such as dog registration and annual inspection in their residential areas to residents (village) or owners.
Article 41 Any unit or individual has the right to criticize and dissuade the dog-raising behavior in violation of these measures, or report to the neighborhood (village) committees, property service enterprises and relevant administrative departments, and the neighborhood (village) committees, property service enterprises and relevant administrative departments shall promptly deal with it. For dog owners who are still not corrected after being discouraged, the neighborhood (village) committee may apply to the public security organ for cancellation of their registration procedures.
Forty-second key management areas without obtaining the dog registration certificate without authorization, the public security organ shall order it to handle the dog registration within three days; If it is not handled within the time limit, the public security organ may temporarily detain the dog and order the dog owner to go through the relevant formalities and pay the maintenance fee within three days. If it is not handled within the time limit, the public security organ shall take compulsory detention measures.
Failing to go through the relevant procedures such as annual inspection, alteration and cancellation as required, it shall be regarded as illegal dog raising and shall be handled by the public security organ in accordance with the provisions of the preceding paragraph.

Article 46 If a dog breeder transfers, forges or alters the quarantine certificate and quarantine mark of a dog without authorization, the animal husbandry department shall confiscate the illegal income, collect the quarantine certificate and quarantine mark and impose a fine of not less than 3,000 yuan but not more than 30,000 yuan.

Animal clinics in violation of the provisions of these measures, resulting in the spread of animal diseases, the animal husbandry department shall order it to make corrections, and impose a fine of ten thousand yuan or more and fifty thousand yuan or less; If the circumstances are serious, the animal diagnosis and treatment license shall be revoked.
Forty-eighth in violation of the provisions of these measures, engaged in dog diagnosis and treatment activities without veterinary practice registration, the animal husbandry department shall order it to stop diagnosis and treatment activities, confiscate the illegal income, and impose a fine of more than 1000 yuan 10000 yuan.
Forty-ninth dog owners who violate the provisions of article thirty-ninth of these measures shall be detained by the public security organs for more than ten days and less than fifteen days, and may be fined not more than one thousand yuan; If the circumstances are relatively minor, they shall be detained for not less than five days but not more than ten days, and may also be fined not more than 500 yuan.
Fiftieth in violation of the relevant provisions of these measures, raising a dog hinders the normal life of others, and the public security organ shall give a warning to the dog owner; Those who do not correct after warning, or allow dogs to intimidate others, shall be fined from 200 yuan to 500 yuan.
Anyone who drives a dog to harm others shall be detained by the public security organ for more than five days and less than ten days, and shall be fined more than 200 yuan and less than 500 yuan; If the circumstances are minor, they shall be detained for not more than five days or fined not more than five hundred yuan; If a crime is constituted, criminal responsibility shall be investigated according to law.
Fifty-first illegal dog raising leads to rabies, and the health department shall order it to make corrections within a time limit and may impose a fine of not more than 5,000 yuan; If the circumstances are serious, a fine of not less than 5,000 yuan but not more than 20,000 yuan may be imposed.
Fifty-second refuse or obstruct the dog management law enforcement personnel to perform official duties according to law, the public security organ shall give a warning or impose a fine of two hundred yuan; If the circumstances are serious, they shall be detained for not less than five days but not more than ten days, and may also be fined not more than 500 yuan. If a crime is constituted, criminal responsibility shall be investigated according to law.
Fifty-third engaged in dog management (including grass-roots organizations) staff and administrative law enforcement personnel have one of the following acts, by the supervision department at the same level or the competent department at a higher level to give criticism and education, shall be ordered to make corrections; If the circumstances are serious, administrative sanctions shall be given; If losses are caused, it shall be liable for compensation according to law; Those suspected of committing a crime shall be transferred to judicial organs for handling.
(a) to issue false certification materials, or to meet the conditions stipulated in these regulations, not to handle or delay the handling of dog registration, annual inspection and other matters;
(2) Failing to deal with the problems found in the performance of duties or the reports received or passing the buck;
(3) Confiscating the existing dogs or transferring them to others;
(four) other dereliction of duty, abuse of power, corruption.
If the staff of relevant law enforcement departments fail to act, cooperate, give timely feedback or hand over relevant cases in dog management, they shall be punished as dereliction of duty, and the supervisory department or the competent department at a higher level shall investigate the administrative responsibility of the department leaders and the main responsible personnel.
Article 54 The catalogue of large dogs and strong dogs shall be published by the municipal government.
Article 55 These Measures shall come into force from September 20 1 1 year, and shall be valid for five years.
