It is also introduced that the four-level driving qualification can drive ships with a gross tonnage of more than 50 tons. Ships with a gross tonnage of less than 50 tons can pass the fifth class. Grade five students don't need to take the unified examination in the whole district.

The captains, officers, sailors on duty and mechanics on duty working on seagoing ships registered in China shall hold valid competency certificates consistent with the navigation area, ship type, grade or main engine type they serve and the positions they hold. Captain, pilot and radio personnel working on ships, offshore mobile devices, offshore platforms or facilities equipped with the Global Maritime Distress and Safety System (hereinafter referred to as GMDSS) shall also hold GMDSS radio personnel competency certificates.

The corresponding inland river ship crew certificates include: crew service book, competency certificate and special training certificate (involving passenger ships, liquefied gas fuel-powered ships, dangerous goods ships, high-speed ships and other special ships); Yacht pilots with a crew of no more than 12 only need certificates of competency.

At present, the fees charged by the Maritime Safety Administration are only the fees for competency certificate examination (including theoretical examination and practical operation examination in all subjects), and each person counts 200 yuan.

According to the provisions of the Crew Regulations, it is necessary to pass the training in a crew training institution recognized by the Maritime Safety Administration of the Ministry of Transport before the examination. Training fees are charged by training institutions according to the standards approved by the Price Bureau.
