It is illegal to count pets as operated tools, and the people who operate pets are trained by themselves, not by themselves. If only animals steal things, it is an instinctive behavior of animals and does not constitute a crime. If the raised animals are stolen after professional training, it still does not constitute a crime for animals, but for animal instigators, it is a typical act of using animals as their own tools to steal other people's property secretly for themselves, which constitutes theft in criminal law. Theft refers to the act of stealing a large amount of public or private property for the purpose of illegal possession, or repeatedly stealing, burglary, theft with a weapon, and pickpocketing public or private property. Theft can only be constituted by intention. Theft requires the perpetrator to realize that what he is stealing is the property possessed by others. Getting back all the property you got by mistake does not constitute theft. However, we can't simply think that as long as the perpetrator mistakenly thinks that it is forgetting things's, there is no intention to steal.

Article 264 of the Criminal Law of People's Republic of China (PRC), whoever steals public or private property in a relatively large amount, or repeatedly steals, enters a house, carries a murder weapon or pickpockets, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance, and shall also, or shall only, be fined; If the amount is huge or there are other serious circumstances, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years and shall also be fined; If the amount is especially huge or there are other especially serious circumstances, he shall be sentenced to fixed-term imprisonment of not less than 10 years or life imprisonment, and shall also be fined or confiscated.
