The Regulation on Cadre Education and Training is to promote the scientific, institutionalized and standardized work of cadre education and training and cultivate high-quality cadres. According to the Constitution of the Producers' Party of China and the Civil Service Law of People's Republic of China (PRC). The Regulations were deliberated and adopted at the the Political Bureau of the Communist Party of China (CPC) Central Committee meeting on 20 15 10 on 4 October and came into force on 20 16/0/0 on 6 October.

This regulation mainly includes the following contents:

General principles: the guiding ideology and basic principles of cadre education and training, as well as the responsibilities and requirements of party committees, governments and relevant departments at all levels are clarified.

Classification and grading: according to the post level and post characteristics of cadres, the education and training of cadres shall be managed by classification and grading, and the responsibilities and tasks of cadre education and training institutions at all levels shall be defined.

Training content: It specifies the main contents and methods of cadre education and training, including political theory, policies and regulations, professional knowledge, cultural accomplishment and skills training.

Training methods: A variety of training methods are proposed, including off-the-job training, on-the-job training, special training and practical training. To meet the needs of different types of cadres.

Training time: It stipulates the time requirements and standards for cadres to participate in education and training, as well as the corresponding assessment and reward and punishment measures.

Training teachers: The importance of building high-quality cadre education and training teachers is emphasized, and the corresponding selection and management methods are put forward.

Training funds: the source and use requirements of cadre education and training funds are clarified, as well as the corresponding safeguard measures.

Supplementary provisions: stipulate the right to interpret the regulations and the date of implementation.
