1. Basic conditions
(1) The filling unit shall obtain the approval of relevant departments (planning and fire departments) (note 1), and the filling station shall not be opened to the public before obtaining the filling license;
(2) The site, workshop, equipment and filling process facilities of the filling unit shall be designed by a qualified design unit;
(3) Establish and improve the quality assurance system, formulate emergency plans to meet the needs of filling work, and effectively implement them;
(4) Establish and use the traceability information system of gas cylinder filling quality, with an information platform for automatically collecting and saving filling records (only applicable to flammable and toxic gas filling), and adopt information technology to manage the gas cylinder filling process;
(5) Having the storage capacity of filling medium and the specified number of gas cylinders registered by the filling unit (excluding gas cylinders for vehicles, non-refillable gas cylinders and breathing gas cylinders) (Note 2);
(6) The filling unit shall have the ability and facilities to maintain gas cylinders, and be responsible for identifying and maintaining the gas cylinders registered by the unit.
Note 1: (1) The newly-built gas filling station that has been moved for obtaining evidence should have a planning permit issued by the local government or relevant departments, and the gas filling station that has been replaced should have a planning permit issued by the local government or relevant departments or an administrative license document that can prove its legal operation (such as a hazardous chemicals business license and a gas business license, etc.). );
(2) In accordance with the relevant requirements of the fire department, the gas filling station shall apply for fire-fighting qualification opinions after passing the fire-fighting acceptance.
Note 2: The storage capacity of filling medium and the number of special gas cylinders shall be implemented in accordance with the regulations of the department in charge of safety supervision and management of special equipment of the people's government at the provincial level (municipality directly under the Central Government).
2. Personnel department
(1) The legal representative (principal responsible person) of the filling unit shall be familiar with the laws, regulations, rules and safety technical specifications related to the safety management of gas cylinder filling;
(2) equipped with 1 technical director, with the title of engineer, experience in cylinder filling management, ability to deal with general technical problems, and ability to organize, coordinate and handle accidents;
(3) Each filling address shall be equipped with at least 1 full-time safety administrator, and be qualified as a special equipment safety manager;
(4) The operators in the filling place (filling personnel, the same below) shall have no less than 2 persons per shift, and hold the qualification of gas cylinder filling operators. When filling cylinders, the operator shall not concurrently serve as an inspector;
(5) Each filling address shall be equipped with at least 1 inspector per shift, and be qualified as a gas cylinder filling operator;
(6) Equipped with laboratory personnel suitable for gas cylinder filling. After technical and safety training, they have mastered the relevant knowledge of filling media and tested the performance and usage of equipment, instruments and meters.
3. Loading platform
(1) According to the media, cylinders to be inspected, unqualified cylinders and qualified cylinders shall be filled, and effective isolation measures shall be taken;
(2) Having a special gas cylinder loading and unloading site and special loading and unloading equipment, which meet the requirements of relevant safety technical specifications and standards;
(3) Having a special warehouse for gas cylinders, which is divided into a solid bottle area and an empty bottle area, and clearly marked;
(4) There should be a clear boundary between the filling operation area and the auxiliary service area of the filling unit, and there should also be safety warning signs and safety instructions for personnel to enter;
(five) there is a workplace for inspection and unloading of mobile pressure vessels.
4. Filling equipment
(1) The special equipment used by the filling unit shall comply with the relevant safety technical specifications;
(2) It has a special unloading device for mobile pressure vessels, which meets the relevant safety technical specifications and standards;
(3) The vacuumizing facilities shall meet the requirements of relevant standards;
(4) Filling equipment used for inflammable, explosive and toxic media shall be equipped with emergency cut-off system.
5. Test instruments and test equipment
(1) The pressure measurement, temperature measurement, quality measurement, safety valve, gas dangerous concentration monitoring and alarm device (toxic, combustible gas, oxygen and asphyxiating gas must be equipped by the filling unit) and emergency cut-off system installed by the filling unit should be suitable for the type and quantity of filling media, and conform to the provisions of relevant safety technical specifications and relevant standards;
(2) Devices and instruments for measuring the chemical properties of residual liquid and gas in gas cylinders, and facilities for treating residual liquid and gas in flammable, explosive and toxic media.
6. Special conditions

(1) If there is a vacuum pumping process requirement, it shall be equipped with a vacuum pumping device, and the vacuum pumping equipment configured for oxygen charging shall adopt special grease for oxygen or grease-free lubrication;
(2) The installation of the joint shall meet the relevant requirements.
6. 1.2 test instruments and test devices
The filling device for producing hydrogen and oxygen by electrolysis should have chemical analysis instruments to automatically determine the purity of hydrogen and oxygen.
6.2 Liquefied gas filling
6.2. 1 filling equipment
(1) LPG filling units shall have devices for emptying and recovering residual liquid from gas cylinders and vacuum pump devices;
(2) The liquefied natural gas filling unit shall install a cut-off valve and a check valve on the liquid pipeline of the liquid unloading device for the mobile pressure vessel, and install a cut-off valve on the gas pipeline;
(3) The filling unit of toxic gases such as liquid ammonia and liquid chlorine shall have a device for recovering or treating the residual gas in the bottle, and it shall be installed on a negative pressure operating system that can prevent the gas from overflowing during filling;
(4) The storage container shall have accurate, safe and eye-catching liquid level display device and reliable overload prevention facilities.
6.2.2 Test instruments and test equipment
(1) There are measuring scales and special weighing scales equal to the number of filling joints, among which the filling weighing scales for liquid ammonia, liquid chlorine, liquefied dimethyl ether and liquefied petroleum gas should have the function of automatic overload cut-off, and other liquefied gases should be equipped with automatic overload alarm devices;
(2) The outlet of vaporizer in low-temperature liquefied gas filling device shall be equipped with temperature and pressure control alarm system and interlock pump stop device.
6.3 Dissolved gas filling

Real bottles, empty bottles and gas raw materials should have special warehouses respectively.
Filling equipment
(1) There is a device for recovering or treating the residual gas in the bottle;
(2) a device for vacuumizing, measuring the residual pressure in the bottle, determining the amount of residual acetone or adsorbed gas medium, and supplementing acetone or adsorbed gas medium; Equipped with cooling spray and emergency spray device, and a reliable water source.
6.4 Mixed gas filling
The production site, inspection and test capacity of the mixed gas filling unit shall meet the requirements of the filling conditions of compressed gas and liquefied gas respectively according to the properties of the mixed gas components.
7. Filling equipment quality assurance system
Filling units shall establish and effectively implement a filling quality assurance system, including filling element control procedures, management systems, safety operation procedures, filling work records and work witness materials. The person in charge of the filling quality control system equipped with corresponding elements shall perform the duties of inspection, confirmation and recording as required.

Filling units shall compile and implement quality control systems such as document and record control, equipment (including filling equipment and filling process equipment) control, filling medium detection control, personnel management, filling quality control, information tracking and quality service, and implementation of special equipment licensing system.

(3) The controlled documents used by relevant departments, personnel and places for the implementation of the quality assurance system are valid versions.

The scope, procedures and contents of record control are as follows:
(1) Provisions on filling, confirmation, collection, filing, custody, storage period and destruction of records;
(2) The quality assurance system shall implement the provisions of the effective version of the relevant controlled record forms used by various departments, personnel and places.
7. 1.2 equipment control
The scope, procedures and contents of equipment control are as follows:
(1) Control of equipment and safety accessories used on equipment, including procurement, acceptance, filing, operation, maintenance, use environment, verification and calibration, maintenance, self-inspection of special equipment, scrapping, etc.
(2) Equipment file management, including the establishment of equipment ledgers and files, quality certificates, operating instructions, use records, maintenance records, calibration verification plans, calibration verification records, reports and other files;
(3) Equipment status control, including equipment use status identification, verification and calibration identification, and equipment inspection reports required by law to be inspected regularly.
7. 1.3 Detection and control of filling medium
According to the requirements of safety technical specifications and related standards, the purchased commodity gas, residual gas of gas cylinders and product gas are analyzed.
7. 1.4 personnel management
The scope, procedures and contents of personnel management control are as follows:
(1) Requirements, contents, plans and implementation of personnel training;
(2) personnel training records and assessment files;
(3) Relevant personnel of special equipment shall hold relevant certificates;
(4) Employment management of relevant personnel required for special equipment license.
7. 1.5 quality control of filling work
The scope, procedures and contents of quality control of filling engineering are as follows:
(1) Filling qualified gas cylinders, it is forbidden to fill expired uninspected gas cylinders, refitted gas cylinders, refurbished gas cylinders or scrapped gas cylinders;
(2) The filling process shall be operated in accordance with the regulations, and there shall be special personnel to carry out patrol inspection;
(3) The temperature (pressure) and flow rate of gas cylinder filling conform to the regulations;
(4) The filling time and static time of dissolved acetylene cylinders meet the requirements. After filling, weigh one by one and check the pressure;
(5) The filling quantity of liquefied gas cylinders shall comply with relevant regulations, and shall be weighed bottle by bottle after filling;
(6) The filling pressure of compressed gas meets the requirements.
7. 1.6 information tracking and quality service
The scope, procedures and contents of information tracking and quality service control are as follows:
(1) The filling station sign (coating sign and information electronic sign) and the filling product label shall be made on the cylinder body for which the unit has applied for the use certificate, and the label content shall meet the requirements of safety technical specifications;
(2) The filling station shall establish and improve the safety information traceability system of the whole industrial chain of gas cylinder filling, storage, transportation, sales and inspection, and effectively implement management;
(three) to provide guidance for the safe use of bottled gas users, and to provide training for the safe use of cylinders for bottled gas distribution units or bottled gas consumers.
7. 1.7 The licensing system for special equipment shall be implemented.
The scope, procedures and contents of the implementation of the special equipment licensing system are as follows:
(1) Implement the licensing system for special equipment;
(2) Accept the supervision of special equipment safety supervision departments at all levels;
(3) Accept regular inspection, including meeting the requirements of laws, regulations and safety technical specifications for regular inspection or calibration of special equipment and safety accessories;
(4) Special equipment license management, including compliance with relevant laws, regulations and safety technical specifications, provisions on purchasing, using and filling special equipment and its safety accessories manufactured by the licensing unit, provisions on timely handling of change procedures when the filling license (such as name and address) changes, provisions on special equipment license management, provisions on renewal of special equipment license, etc.
7.2 Management system and personnel post responsibility system
The filling unit shall establish various management systems and personnel post responsibility system including the following contents, which can be effectively implemented.
(1) Safety management organization (if necessary) and job responsibilities of various personnel;
(2) Safety management (including safety education, safety production and safety inspection, etc.). );
(3) User information feedback;
(4) Inspection and registration, use registration, filing, identification, regular inspection and maintenance, self-inspection, storage and delivery of gas cylinders;
(five) the use management and regular inspection of special equipment such as pressure vessels and pressure pipelines in the filling station;
(6) Calibration of measuring instruments and instruments;
(7) data storage, such as filing records (including electronic documents) and equipment files;
(8) Disposal of unqualified gas cylinders;
(9) personnel training and assessment management;
(10) user safety publicity, education, training and services;
(1 1) accident reporting and handling;
(12) Emergency plan for accidents and regular drills;
(13) Risk management and hidden trouble investigation.
7.3 Safe operating procedures
The filling unit shall formulate and implement relevant safety operation rules in combination with the filling process, and the safety operation rules shall at least include the scope of application, personnel conditions, equipment conditions, operating procedures and methods, monitoring parameters, patrol inspection and handling of abnormal situations. Relevant safety operation procedures shall at least include the following contents:
(1) Operating procedures for handling residual liquid (residual gas) in bottles;
(2) Inspection procedures before and after cylinder filling;
(3) Gas cylinder filling operation procedures;
(4) Operating procedures of gas analysis;
(5) Operating procedures of filling equipment;
(6) Operating procedures for accident emergency treatment;
(7) Go through the operation procedures.
7.4 Fill in work records and witness materials.
The filling unit shall fill in the filling work record. Fill in the record should be signed by the operator and the auditor for confirmation. Records and witness materials related to filling shall at least include the following contents:
(1) Receiving and sending bottle records;
(2) Records of vacuumizing or replacement of new bottles and gas cylinders put into use for the first time after inspection;
(3) Residual liquid (residual gas) treatment records;
(4) Inspection and filling records before and after filling;
(5) Records on isolation treatment of unqualified gas cylinders;
(6) Media test report;
(7) Quality information feedback record;
(8) Records of equipment operation, maintenance and safety inspection;
(9) Loading and unloading records;
(10) safety training record;
(1 1) Supplementary records of acetone in dissolved acetylene bottles;
(12) drill record of accident emergency plan.
8. Filling quality
Filling work should comply with the provisions of the Regulations on Safety and Technical Supervision of Gas Cylinders, and strictly check and fill before filling.
Control the filling process, inspection after filling and recheck of filling quantity, and make records according to its regulations and submit them to the media purchaser.
Submit supporting materials.
9. Replacement performance
The filling performance of the filling unit within the licensing period shall cover its licensing scope, and the annual supervision and inspection results are qualified, otherwise it shall be subject to the first application for evidence collection or additional treatment.
10. Other requirements
In addition to meeting the requirements of this annex, the provincial special equipment safety supervision departments may refine this annex according to local specific conditions.
