The basic idea of this project is as follows: Taking Altay region in Xinjiang as an example, through historical attribution investigation, the characteristics of land and resources utilization in frontier ethnic minorities and economically underdeveloped areas in China are highlighted, and they are described and verified by empirical materials; Scientific Outlook on Development is used to guide the economic and social development direction of economically underdeveloped frontier ethnic areas, and the operating mechanism of comprehensive development and utilization of land resources and coordinated economic and social development in these areas is constructed. Under the background of multi-dimensional vision and globalization, this paper makes realistic analysis and research on the comprehensive utilization and protection strategy of land resources in China's economically underdeveloped border minority areas, and puts forward the comprehensive development, utilization and protection strategy, path selection and policy of land resources in border minority areas suitable for China's national conditions and stage characteristics, so as to provide a land resource basis for promoting the comprehensive construction of a well-off society in China's border minority areas.

Second, the main content

This project takes the land resources in China's border minority areas as the research object, based on the empirical research in Altay, Xinjiang, and systematically studies the strategies, paths and policies of comprehensive development and protection of land resources in border minority areas through the analysis and empirical research on the comprehensive development and protection of land, minerals, water, grassland, animal husbandry and tourism. The main research contents are as follows:

This paper analyzes the general situation of land resources, the present situation of comprehensive development, utilization and protection of land and other five resources in Altay, Xinjiang, and analyzes the main problems. Based on the theories of land resources, ecology, economics, history, humanities and religion, combined with the regional situation and land resources in Altay, this paper puts forward the comprehensive development, utilization and protection strategies of land resources in Altay. This book systematically summarizes the implementation effects of strategic policies such as the strategy of developing the western region and the transformation of superior resources, and its promotion to the comprehensive development, utilization and protection of land resources in Altay region.

According to the research objectives and tasks of the project, this book includes eight chapters, such as introduction, basic survey and characteristic analysis of China's frontier ethnic areas.

The first chapter is the introduction. This chapter mainly expounds the purpose and significance of the project research, main research contents, research status at home and abroad, research methods and technical routes.

The second chapter analyzes the basic situation and characteristics of China's border ethnic areas. This chapter defines the concept and scope of border minority areas in China. This paper studies the economic and social development of 29 border minority areas in six provinces and regions of China from the administrative level, and puts forward the characteristics of such areas in seven aspects: physical geography, economic and social development, comprehensive development and protection of land and resources, and environmental protection.

The third chapter is the relevant theories and strategic policies of China's frontier ethnic areas. This chapter mainly summarizes and studies the relevant theories and policies of comprehensive development and protection of land resources in border minority areas in China. It is pointed out that the theoretical basis of comprehensive development and protection of land resources in border ethnic areas in China mainly includes four aspects: sustainable development theory of land resources, resource science theory, regional economic zone theory and development theory of ethnic areas.

The fourth chapter is the practice and reference of comprehensive development and protection of regional land resources at home and abroad. This chapter selects the typical practices of comprehensive development and protection of regional land resources at home and abroad, and its good experience and practices provide useful reference for the comprehensive development and protection of land resources in border minority areas in China. China chose Xinjiang Tarim River Basin Comprehensive Management Project and Yili River Basin Land Development Project. Foreign countries have chosen the comprehensive development and protection of land resources in typical areas such as the western United States, Hokkaido, Japan and Siberia in the former Soviet Union.

The fifth chapter is the general situation of Altay region in Xinjiang. This chapter mainly introduces the physical geography, organizational evolution, administrative divisions and general situation of economic and social development in Altay, Xinjiang, and expounds the "Eleventh Five-Year" and "Twelfth Five-Year" plans for national economic and social development in Altay.

The sixth chapter is the present situation of land resources in Altay region of Xinjiang and its development and utilization. This chapter systematically studies the resource status, development and utilization status, industrial development trend and existing problems of five types of land resources such as land, minerals, water, grassland, animal husbandry and tourism resources in Altay, Xinjiang, and puts forward five types of land resources and their industrial development countermeasures and suggestions.

Chapter VII Strategic measures for comprehensive utilization and protection of land and resources in Altay region of Xinjiang. Based on the research results of five kinds of land resources in Altay, Xinjiang, such as land, minerals, water, grassland, animal husbandry and tourism, this chapter studies and puts forward the basic principles of comprehensive development and protection of land resources, the overall spatial layout and mode of comprehensive development and protection of land resources, and strategic measures such as land resources development and improvement and farmland protection, mineral resources exploration and protection, water resources development and protection, grassland and animal husbandry resources industry development.

Chapter VIII Conclusions and suggestions. This chapter summarizes and puts forward seven conclusions and suggestions, such as the overall characteristics of China's border minority areas, the relevant theories and strategic policies of regional development, the practice of comprehensive development and protection of regional land resources at home and abroad and its reference and enlightenment, the spatial layout and mode of comprehensive development and protection of regional land resources, and the strategic measures for comprehensive development and protection of regional land resources according to resource categories.

Third, the main research methods

By using the methods of literature review, investigation, empirical analysis, soliciting opinions, expert argumentation, comparative analysis and the combination of qualitative and quantitative methods, the content of this project is studied.

(a) analysis of relevant literature, writing a literature review.

Systematically collect and sort out the relevant literature on the development and utilization of land resources in this region, especially the relevant policies since the state decided to implement the strategy of developing the western region in 2000. For example, the Decision of the State Council on Strengthening Geological Work (Guo Fa [2006] No.4) issued by the State Council, the first round of overall planning of mineral resources in Xinjiang Uygur Autonomous Region and Altay region, the overall planning of land use, the related information of grassland, animal husbandry resources and tourism resources, the potential evaluation of mineral resources and the strategic research results of other resources, analyze, sort out and integrate the land resources information in Altay region. Write a summary of documents related to regional land and resources.

(B) field research to obtain first-hand information

In the process of research, the Xinjiang Department of Land and Resources, Xinjiang "305" Project Office, Xinjiang "358" Project Office and relevant geological research institutions in Xinjiang were investigated on the spot. Altay Land and Resources Bureau, Development and Reform Commission, Economic and Trade Commission, Environmental Protection Bureau, Construction Bureau, Xinjiang Nonferrous 706 Geological Team, Fourth Geological Brigade of Xinjiang Geological Exploration Bureau, Land and Resources Bureau of 6 counties 1 city in Altay, Xinjiang, and relevant units also conducted on-the-spot investigations on dozens of large mining enterprises and mineral products deep-processing enterprises in this area, such as Kalatongke copper-nickel mine, Ashele copper mine, Monkou and Jinbao iron mine. In addition, a large number of first-hand materials in Altay region were collected through questionnaires, symposiums and interviews.

(C) empirical analysis, all-round development

Taking Altay, Xinjiang as an example, this paper deeply studies the strategic policy of comprehensive development, utilization and protection of land resources, and then extends it to the study of comprehensive development, utilization and protection strategy of land resources in frontier minority areas of China, which is a typical empirical research method. Through empirical research, from point to surface, in-depth anatomy, from particularity to universality, the research conclusion is reasonable and scientific.

(four) to seek expert advice, scientific argumentation, and constantly improve the research results.

In the process of investigation, the opinions and suggestions of leading experts and scholars in Altay, Urumqi and Beijing were fully listened to and collected, especially the suggestions of experts in various fields such as land and resources departments, Altay regional resource management departments and mining enterprises. Through the summary and analysis of various suggestions, the research report has been continuously adjusted and improved.

(e) In-depth analysis and comparative study to improve the quality and practicability of the results.

Taking Altay, Xinjiang as an example, through comparative analysis and research with other 28 border minority areas, this paper summarizes the characteristics of five kinds of land resources, such as land and minerals, in Altay, Xinjiang, and draws lessons from the practice of comprehensive development and protection of land resources at home and abroad, and puts forward the strategic policies for comprehensive utilization and protection of land resources in border minority areas in China. Through the comparative analysis and in-depth study on the comprehensive development and protection of land resources in 29 border minority areas and at home and abroad, the quality and practicability of the research results have been effectively improved.

Fourth, the technical route

On the basis of clarifying the purpose and significance of the study, this book reviews the policies on the development, utilization and protection of land resources in Altay since the Western Development 10, summarizes the achievements, and takes five land resources in Altay, Xinjiang, such as land, minerals, water, grassland, animal husbandry and tourism resources as the research object, combining the practice and lessons of land resources development and protection at home and abroad. By using the methods of literature comparison, empirical research and expert argumentation, this paper analyzes the present situation of land resources development and utilization in China's border ethnic areas, analyzes the existing problems, and studies and puts forward the comprehensive development and protection strategy of land resources in China's border ethnic areas (Figure 1- 1).
