What matters should be paid attention to in bidding documents?
1, bidding scope

Defining the bidding scope is a necessary condition for the contents of the bidding project and unifying the bidding valuation scope, and it is also the basis for establishing a fair competition platform and determining the rights and obligations of the tenderee and the bidder (especially the winning bidder). When describing the bidding scope, it is necessary to emphasize the partial projects that the tenderer may contract separately and have professional contracting qualification requirements, such as earthwork excavation (including earthwork outsourcing), pile foundation engineering, elevator, aluminum alloy (plastic steel) doors and windows, curtain wall, secondary decoration, weak current and building intelligence, fire protection, civil air defense equipment installation, high-voltage power distribution, central air conditioning, heat exchanger, etc.

2, professional subcontracting engineering and its valuation method

In the tender documents, it is necessary to clarify whether there are any professional projects subcontracted by the tenderer within the tender scope (also called separate contracting or separate contracting), and if so, it is necessary to clarify its pricing method in this tender. In general, there are two valuation methods for professional projects contracted separately. One is to include it in the quotation according to the unified temporary valuation of professional projects (also known as provisional project fees), and the other is not to include it in the quotation for the time being. Both methods must explain the handling method of professional project general contracting service fee. It should be noted that when the tenderer has made it clear in the project implementation that the professional projects that have been included in the tender offer should be contracted out to professional contractors, and it is stipulated that the bidder has calculated the general contracting service fee in the offer, the scope and depth of the contractor's general contracting service must be clearly defined in the tender documents.

3, materials, equipment supply mode and the corresponding pricing method

In the tender documents, the procurement method of materials and equipment within the tender scope must be clearly defined. Generally speaking, the methods of procurement and supply can be simply divided into two categories. One kind is all bidders (contractors) procurement and supply, which is called B supply, and the other kind is some bidders (contractors) procurement and supply, which is called A supply. In addition to the procurement and supply methods of materials and equipment, the bidding documents also need to specify the pricing methods of materials and equipment within the bidding scope. Generally, there are three pricing methods: one is to unify the tentative price of materials and equipment, which is suitable for materials and equipment supplied by both parties but subject to quality recognition and price recognition; Second, completely independent quotation is applicable to materials and equipment supplied by Party B, including designated brands and other materials and equipment; III. Not included for the time being, applicable to materials and equipment supplied by Party A. ..

It should be noted that the tender documents need to explain the pricing method of the storage fee for materials and equipment provided by Party A. ..

4. Pricing method of water and electricity charges

In the traditional quota pricing, it is necessary to calculate the difference between the current market price of public utilities and the budgeted price in the quota. Under the mode of bill pricing, bidders make their own quotations according to market conditions, and settle accounts accordingly. Because of the difference between the two pricing models, in order to avoid disputes, it is necessary to specify in the bidding documents that the contractor pays the utilities to the provider according to the actual expenses.

5, the provisions of the project advance payment

The payment of project advance payment will have a certain impact on the bidder's bid quotation, which should be made clear in the tender documents. According to Article 12 of the Interim Measures for Settlement of Construction Project Price (Caijian [2004] No.369): "The advance payment for contracting and contracting projects shall be paid in accordance with the contract. In principle, the advance payment ratio shall not be less than 65,438+00% of the contract amount and not more than 30% of the contract amount. For major projects, the advance payment shall be paid year by year according to the annual project plan. " The tender documents shall stipulate the proportion and payment time of the advance payment according to these regulations, and at the same time stipulate the time and method of withholding the advance payment in the project progress payment.

It should also be noted that the tender offer contains provisional amounts. When determining the provisional valuation of the professional projects contracted by the Employer, it should be clear whether these amounts are included in the contract base price when calculating the advance payment in proportion.

6. Settlement method of project progress payment

There are two ways to settle the project progress payment. The first method is to settle the progress payment by time (month, month, quarter, etc.). ), the second way is to settle the progress payment according to the image progress of the stage, and the second way needs to clarify the image progress node. The payment amount of the project progress payment shall comply with the provisions of Article 13 of the Interim Measures for the Settlement of Construction Project Price (Caijian [2004] No.369), that is, the payment amount of the project progress payment shall comply with the provisions of Article 13 of the Interim Measures for the Settlement of Construction Project Price.
