Whether papers published at academic conferences can be published in journals depends on two points:

First, whether the papers published at the academic conference are included in the conference proceedings compiled by the organizers (the proceedings published by the official publishing house are also a form of publication); For example, my "Farmers' Property Rights and Farmers' Human Rights", which was delivered at the Third Forum on Agriculture, Countryside and Farmers in Guangzhou, was included in the collection of essays by the official publishing house, and can no longer be submitted to magazines (even if the publishing house is a Hong Kong publishing house);

Second, if there is no collection of essays published by a regular publishing house, the paper can be submitted to a magazine, but the "publication" and "experience" of this academic conference must be clearly written, and the magazine will decide whether to adopt it according to its own situation. General magazines welcome such articles, but some magazines refuse such articles, which cannot be generalized.
