Application conditions

1. Meet the requirements of top talents, high-end talents, senior talents and basic talents in the annual talent identification standard (hereinafter referred to as the "standard");

2. Currently working or starting a business in Jiaxing enterprises and institutions (excluding those managed by referring to the Civil Service Law, the same below) (the enterprise has been operating normally for more than 6 months, the same below), and has been paying social security or paying taxes continuously in our city for more than 6 months;

3. Abide by the Constitution and laws of China, and have a scientific spirit of continuous innovation and good professional ethics.

Application material

Talents who meet the application conditions should log in to the "Jiaxing Talent Online" (www.i-jiaxing.com) talent identification and talent points declaration system or go to the acceptance window of the Human Resources and Social Security Department to apply, truthfully fill in personal basic information and upload relevant materials (scanned or electronic photos):

1. ID card (passport provided by foreigners);

(2) to provide labor (employment) contracts or work agreements for those who work in enterprises and institutions; Where an enterprise is established, the certification materials of the business license of the enterprise and the proportion of shares of the enterprise shall be provided;

3. Certification materials for talent identification (refer to the standard): the highest academic certificate (provided by those with bachelor degree or above), the highest academic certificate (provided by those with academic degrees), the professional and technical qualification certificate (provided by those with professional titles), the national vocational qualification certificate (provided by those with national vocational qualification certificates) and the talent plan certification certificate (provided by national, provincial, national, provincial and municipal leaders). Those who have obtained overseas academic degrees must provide the Ministry of Education.

5. If the title of the personnel identified according to the conditions of senior professional titles has been approved in other provinces (including the central unit in Zhejiang), the original title shall be reconfirmed by the Zhejiang Provincial Department of Human Resources and Social Security. According to the conditions of senior technicians, those who have obtained professional qualification certificates in other provinces shall be certified according to the relevant provisions of our province.

Application procedure

1. First instance. County (city, district) human resources and social security departments in conjunction with relevant departments to conduct online preliminary examination of the application materials for talent identification within their respective jurisdictions; For the qualification certificate, honorary certificate or award items involved in the standard, if there is a corresponding centralized management department, the centralized management department of each county (city, district) shall be responsible for the audit. The application for talent identification of municipal units and central and provincial units in Jia is directly accepted by the municipal human resources and social security department. If the materials are incomplete or do not meet the requirements, they will be fed back to the applicant through the system.

2. review. The application materials passed by the preliminary examination shall be submitted to the municipal human resources and social security department, which shall review them jointly with relevant departments. The identification of basic talents does not need to be audited, and it is directly identified by all localities and fed back to the applicant through the system.

3. publicity. Ministry of Human Resources and Social Security will publicize the list of top talents, high-end talents and senior talents to be identified on Jiaxing Talent Online website for 5 days.

4. Issue certificates. If there is no objection or no objection is established at the end of publicity, talent certificates and talent green cards will be issued to top talents, high-end talents and senior talents.

Time limit for application

Applications for talent identification are accepted throughout the year, and the identification period is generally 20 working days. Those who meet the requirements for higher-level talent identification can log in to Jiaxing Talent Online or apply for upgrade identification in the acceptance window of human resources and social security departments, and supplement relevant certification materials. The validity period of talent certificate and talent green card is generally five years, and you need to apply for renewal (card) after expiration.

In any of the following circumstances, the qualification shall be cancelled:

1. Providing false materials to defraud talents;

2. Academic and performance fraud was investigated by relevant departments;

3. There are serious violations of discipline and law;

4. There are other circumstances that should be disqualified.

Anyone who is disqualified will not accept his application for talent identification within 3 years.
