The effectiveness of the rule of law depends on how the whole people abide by the law. The Central Committee of the Communist Party of China's Decision on Several Major Issues Concerning Comprehensively Advancing the Rule of Law, which was deliberated and adopted at the Fourth Plenary Session of the 18th CPC Central Committee, pointed out that "the authority of law comes from the people's inner support and sincere belief", and at the same time stressed that "it is necessary to carry forward the socialist spirit of rule of law, build a socialist culture of rule of law, enhance the enthusiasm and initiative of the whole society in implementing the rule of law, form a social atmosphere of respecting and abiding by the law, and make all the people become loyal advocates and conscientious followers of the socialist rule of law. These discourses profoundly expounded the importance of law-abiding consciousness and the spirit of rule of law in the construction of China ruled by law.

The written laws of early human beings are often engraved on stone pillars or copper watches, but the casting ding may not be passed down from generation to generation, and the stone may not last forever. What is truly passed down is the spirit of the rule of law engraved in the hearts of all members of society. Historical development shows that only when the law becomes a rule that people consciously abide by, internalize in their hearts and externalize in their actions can the meaning and spirit of the law be truly displayed and the ideal of the rule of law finally land. Therefore, in the process of comprehensively promoting the rule of law, the spirit of the rule of law and culture have special significance.

To achieve the goal of "abiding by the law for all", we must promote the development of a society ruled by law through the establishment of a government ruled by law, and cultivate citizens' awareness of abiding by the law through strict justice and strict law enforcement. This requires us, on the one hand, to speed up the construction of a government ruled by law with scientific functions, statutory powers and responsibilities, strict law enforcement, openness and fairness, honesty and efficiency, and law-abiding integrity; On the other hand, give full play to the leading role of judicial justice in social justice, on this basis, promote the construction of public legal service system covering urban and rural residents, improve the mechanism of safeguarding rights and resolving disputes according to law, the mechanism of expressing interests, the mechanism of consultation and communication, and the mechanism of relief, and smooth the legal channels for coordinating the interests of the masses and safeguarding rights and interests. Only by letting the people establish confidence in the rule of law in every specific judicial case and feel the authority of the law in their daily work and life can their attitude towards the law change from recognition to compliance, from trust to belief.

Abiding by the law requires self-awareness, and self-awareness depends on self-management in various industries and fields. While promoting the construction of a government ruled by law, we should also promote multi-level and multi-field governance according to law, deepen the governance of grass-roots organizations, departments and industries according to law, support the self-discipline and self-management of various social subjects, give full play to the positive role of social norms such as citizens' conventions, village regulations, industry articles of association and group articles of association in social governance, and let practitioners in all industries and fields really cultivate a sense of social responsibility and the spirit of the rule of law in real self-discipline and self-management.

Promoting the construction of socialist culture and the spirit of the rule of law is inseparable from various types of publicity and education. Since 1980s, China has completed five five-year plans for legal publicity and education for all citizens, and is implementing the sixth five-year plan. The connotation of popularizing law is constantly enriched and the fields are constantly broadened, which has become an important basic work to promote the rule of law and build a socialist country ruled by law.
