Since 1998, the Ministry of Education has delegated the examination and approval authority of higher vocational education to local governments, and the national higher vocational education has developed rapidly. In this case, the development of higher vocational education will inevitably begin to shift from emphasizing scale expansion to pursuing quality benefits and strengthening quality control, and running a satisfactory higher vocational education for the people has been put on the important agenda. Therefore, in 2003, the Ministry of Education began to establish a five-year teaching evaluation system in higher vocational colleges, and set up a special "Evaluation Committee on Talent Training in Higher Vocational Colleges" to carry out the evaluation work in higher vocational colleges, with the aim of strengthening the macro management and guidance of talent training in various colleges and strengthening the quality control of higher vocational education. According to the Ministry of Education, evaluation has three functions:
(1) authentication function-through a comprehensive investigation of the talent training work in colleges and universities, we can measure whether the conditions and teaching quality of colleges and universities meet the requirements, give school qualifications (qualified authentication), and at the same time evaluate a number of models and models (selection authentication).
(2) Guiding function-Guiding the correct orientation of colleges and universities with a scientific evaluation index system, prompting colleges and universities to take employment as the guidance, carrying out various teaching reforms and constructions, and ensuring the correct direction of the development of higher vocational education.
(3) the role of promoting reform-through evaluation, help universities find their own positioning and advantages and disadvantages in talent training, and at the same time put forward constructive suggestions for improvement in view of the shortcomings, so as to urge universities to embark on the track of healthy and sustainable development in time.
Our college is located in Panzhihua area. Although the conditions and achievements of running a school are not bad, compared with the higher vocational colleges in central Sichuan, the region is at a disadvantage, the information is ineffective, the social understanding can't keep up, the enrollment has been unsatisfactory (quantity and quality), and the development of the school is limited. It is necessary to pass the official authority certification to enhance the image and brand of the school and promote the development of the school.
Therefore, participating in the evaluation is both a test and an opportunity for our school, which will prompt us to comprehensively summarize and review our past work, sum up our achievements, find out the gaps, change our concepts, optimize our work, stimulate morale and improve our level. More importantly, through the evaluation, we can have the opportunity to report, publicize and show our school and its achievements to the superiors and the society, obtain authoritative certification, enhance the school brand and win a new development platform for us.

Evaluation is an important means for the national education administrative department to strengthen the macro management and guidance of higher vocational colleges. Its policy is "to promote construction by evaluation, to promote reform by evaluation, to promote management by evaluation, to combine evaluation with construction, and to focus on construction". Its original intention is to guide and standardize the school-running behavior and personnel training of all kinds of schools, so that they can correct their school-running ideas and achieve sustained and healthy development.
To this end, the Ministry of Education has formulated a scientific and detailed index system for laboratory evaluation of basic courses and evaluation of personnel training level, which involves all aspects of school work. It is necessary to focus on various indicators, conscientiously grasp the connotation requirements, carry out self-evaluation and rectification work in a solid manner, and combine evaluation with construction. We should overcome our defensive mentality and coping tendency and avoid making efforts in fraud.
