However, the integrity and payment difficulties of online transactions have been puzzling the development of e-commerce in China. The survey shows that "users think the biggest problem in online transactions at present" involves the issue of integrity. According to the report, in the first half of 20 1 1, the number of netizens who had been attacked by viruses or trojans reached 2170,000, accounting for 44.7%. The number of netizens whose accounts or passwords were stolen reached 1.2 1 billion, accounting for 24.9%, up by 3. 1 percentage point compared with 20 10; There are 8% netizens who have encountered consumer fraud online, and the number of netizens in this group has reached 38.8 million.
China's e-commerce integrity foundation is weak and the integrity system is not perfect, although China has been making continuous efforts in the legislative protection of e-commerce integrity. On March 1 2006, the Credit Evaluation Center of China Electronic Commerce Association issued "Basic Standards for Enterprise Electronic Commerce Credit in China" in Beijing, which indicated that China's electronic commerce credit system had taken substantial steps in institutional setup and norm formulation. But generally speaking, the construction of China's e-commerce credit system is currently in the stage of imperfect credit system and imperfect credit supervision mechanism.
Second, the reasons for the lack of integrity in e-commerce
The lack of honesty in e-commerce is caused by many factors, including the following reasons:
(A) weak sense of social integrity.
In the commercial society that pursues economic interests, citizens' sense of honesty is getting weaker and weaker. Driven by economic interests, unscrupulous merchants and individuals put honesty behind them and use the blank of internet legal system to conduct commercial fraud.
(b) There are loopholes in national credit laws and regulations, and the government's supervision is weak.
China's credit legislation is gradually maturing, but with the start of China's e-commerce legislation in recent years, there are inevitably loopholes and loopholes in e-commerce laws and regulations. For example, we already have an electronic signature law and other relevant credit laws and regulations, but we lack or are not standardized in a series of laws and regulations such as the credit management measures of e-commerce enterprises, the management measures of online auction transactions, e-commerce taxes, invoices, etc. Moreover, the government's credit supervision is not strong enough, the credit evaluation system is not perfect enough, and the crackdown and rectification of dishonesty is not strong enough, which will restrict the rapid and healthy development of e-commerce.
(3) There are many links in e-commerce transactions, and the responsibilities are not clear.
In the field of e-commerce, there are many transactions involving enterprises, consumers, logistics, banks and other social parties. In the process of trading, the integrity problem of either party will make the transaction unable to be completed smoothly. Moreover, problems in any link will lead to the credit crisis of e-commerce, the responsibility for problems is unclear, and all parties shirk each other, and the result is often lost. Enterprises, consumers, logistics and banks can only use their respective credit responsibilities to reduce the emergence of credit problems in e-commerce.
(4) There are hidden dangers in technical safety.
The difficulties in e-commerce transactions are payment security and electronic authentication. There are many hidden dangers in current payment: unsafe network environment, hacker attacks and Trojan virus, the security of bank card payment interface controls, and the confidentiality of user information and data. Only by strengthening technical security can online transactions be guaranteed; At the same time, we should strengthen the research and application of digital signature, digital certificate and other technologies to ensure the security of e-commerce authentication.
Third, China e-commerce credit system construction strategy choice
(a) to promote the integrity of the whole society.
Strengthen the construction and education of honesty, improve the integrity quality of the whole people, carry forward the socialist concept of "eight disgraces and eight honors", be proud of honesty and trustworthiness, be ashamed of sacrificing profits and forgetting righteousness, increase media propaganda, form public opinion, commend outstanding honest enterprises and social individual representatives, criticize and expose the ugly phenomenon of not stressing honesty, sacrificing profits and forgetting righteousness, form a good social atmosphere of honesty and trustworthiness, and promote the construction and development of e-commerce.
(2) Improve e-commerce credit laws and regulations and government supervision.
E-commerce credit laws and regulations are not perfect, so it is urgent to introduce a series of e-commerce credit policies and regulations, such as e-commerce enterprise credit management measures, online auction transaction management measures, e-commerce taxes and invoices. Establish a unified and standardized credit evaluation mechanism for e-commerce; In addition to legislation to protect the integrity of e-commerce, government departments should also strengthen the supervision of e-commerce credit, supervise and manage enterprises, businesses and individuals, intensify the inspection of website product information, punish and seal up fake and shoddy products and fake websites, and bring e-commerce industry into the national credit management system.
(3) Relying on the third-party credit platform to solve the credit risk.
Third-party payment is the "intermediate platform" of funds between buyers and sellers in the transaction process, and it is an independent institution to protect the interests of both parties under the supervision of banks. Third-party payment platforms remain objective and neutral, successfully resolve disputes among merchants, consumers and banks, and protect the interests of all parties. Therefore, the third-party payment platform establishes an open and credible intermediary between merchants and consumers, which meets the requirements of merchants and consumers for credibility and security in e-commerce. At present, the typical representatives of third-party credit platforms are Alipay of Alibaba and Anfutong of Yi Bei.
(4) Vigorously develop information security technology to solve the problems of payment security and electronic authentication.
The prominent problem in the development of e-commerce is information security technology. Only when information security technology is guaranteed can e-commerce develop in an orderly and stable way. SET protocol and SSL protocol are mainly used to ensure network security. SET is called Secure Electronic Transaction Protocol, which is an open specification to ensure the security of credit card payment when conducting online transactions on the Internet. Because its objects include consumers, merchants, issuing banks, acquiring banks, payment gateways and authentication centers, it is equally beneficial to consumers and merchants. It is increasingly recognized by people and will become the normal state of e-commerce in the future. China should actively apply and popularize SET protocol and develop advanced payment system. Solving the problem of payment security can relieve the pain of netizens and banks.
Four. conclusion
The construction of e-commerce credit system will not happen overnight. Its construction and perfection need the joint efforts of the state, e-commerce associations, banks, merchants and the vast number of netizens. Only by doing a good job in moral and legal construction and studying and developing the information security technology of e-commerce can we gradually unify and standardize the construction of credit system of e-commerce in China and promote the vigorous development of e-commerce in China.
