After the paper is submitted, it will be reviewed by the editorial department of the journal. Summarize the experts' comments and send them to the author for revision. The author needs to revise and resubmit according to the opinions given. Then the editorial department will send your revised opinions to the judging experts. If the expert thinks there is no opinion, the editorial department will send an employment notice to the author. If you are still not satisfied after the revision, some magazines will continue to give you the opportunity to revise, otherwise they will reject the manuscript. You can change to other journals after rejection.
