Legal basis: Measures for the Administration of Railway Fire Protection
Article 1 In order to strengthen railway fire control work, ensure the safety of railway transportation production and capital construction, and strive to reduce property losses and casualties caused by fire accidents, these Measures are formulated in accordance with the Fire Prevention Law of People's Republic of China (PRC).
Second Railway Bureau, Engineering Bureau, survey and design institute subordinate units shall abide by these measures. These Measures also apply to international trains in China.
Article 3 The railway fire control work shall implement the policy of "putting prevention first and combining prevention with elimination", adhere to the principle of combining specialized institutions with the mass line, and implement the responsibility system for fire control safety.
