National level and provincial level refer to the level of periodicals, and they are not the same concept.

National level: the organizer in charge starting from the state, the Central Committee, the Communist Youth League and the Party Committee.

Provincial level: starting with provinces and cities.

Can be separated on the copyright page of the journal.

Some provincial periodicals are also highly authoritative, depending on which periodical you publish.
