How to understand the strategic document of rural revitalization in China
The report of the 19th National Congress of the Communist Party of China clearly put forward the strategy of rural revitalization, and made a series of major arrangements for China's "three rural" work in the new era. At present, it is of great practical significance to thoroughly study and implement the spirit of the 19th National Congress, deeply understand the great significance of the rural revitalization strategy, and accurately grasp the scientific connotation of the rural revitalization strategy, so as to promote the innovative thinking of "agriculture, rural areas and farmers" in Chongqing and create a new situation in the work of "agriculture, rural areas and farmers".

The strategy of rural revitalization contains our party's great judgment on the current situation of agriculture, countryside and farmers in China.

First, the main body of new agricultural production and operation has grown rapidly, the level of agricultural science and technology equipment has been greatly improved, the level of organization, scale and socialization of agricultural production has been greatly improved, and the development situation of modern agriculture is generally good. According to the data released by the National Bureau of Statistics, since 2000, China's grain output has increased by 12, the total amount of major agricultural products has shown a basic pattern of oversupply, the prices of bulk agricultural products have remained stable, and the total output value of agriculture, forestry, animal husbandry and fishery in China has maintained a steady growth of about 4%.

Second, the space for farmers to change jobs and jobs continues to increase, the minimum wage standard continues to increase, the rural social security system continues to improve, and the intensity of poverty alleviation continues to increase. The situation of increasing farmers' income is generally good. During the "Twelfth Five-Year Plan" period, the average annual growth rate of per capita net income of rural residents in China reached 9.6 1%, which was nearly 2 percentage points higher than the average annual growth rate of per capita disposable income of urban residents in the same period. The income ratio between urban and rural residents has dropped from 3.3 in 2009 to 2.7 in 20 16, and the income gap between urban and rural residents has steadily narrowed. The goal of doubling the per capita disposable income of rural residents in 20 10 is just around the corner.

Third, the infrastructure such as rural water circuits has improved significantly, but the labor force has flowed out in large numbers, the problem of hollowing out industries has become more prominent, the deterioration trend of ecological environment has not been fundamentally curbed, and the situation of rural prosperity and development is still grim. In recent years, the imbalance of rural development in China has been prominent, and some rural areas have even fallen into a state of development decline. The share of rural economy in the national economy is getting smaller and smaller, and its contribution to the national economic growth is getting weaker and weaker. The aggregation function of rural society is deteriorating, and the connection between people is becoming looser and looser. The trend of local improvement and overall deterioration of rural ecological environment is still continuing, and the task of rural greening is arduous.

The strategy of rural revitalization includes the great innovation of our party in the general plan of "agriculture, countryside and farmers"

Rural development has new requirements. Standing at a new historical starting point, the report of the 19th National Congress of the Communist Party of China clearly stated that it is necessary to establish and improve the system, mechanism and policy system for the integrated development of urban and rural areas and accelerate the modernization of agriculture and rural areas in accordance with the general requirements of "prosperous industry, livable ecology, civilized rural customs, effective governance and affluent life". There are four main changes:

First, the development of production is transformed into industrial prosperity, which shows that the new strategy has put forward higher and more realistic goals for rural economic development in the new period, and rural industries should not only develop, but also meet higher requirements for prosperity. Second, the clean and tidy village has become ecologically livable, which shows that the new strategy has higher requirements for the goal of rural ecological environment construction in the new period and richer contents to be built. Third, management democracy has become effective governance, which shows that the new strategy puts forward higher and more comprehensive requirements for rural social governance in the new period, and pays more attention to the result orientation. Fourth, the transition from a well-off life to a well-off life shows that the new strategy requires higher income growth for farmers in the new period, and the living standards of farmers should rise from the well-off in the past to a well-off one. It is worth noting that the report retains the traditional formulation of rural civilization, which not only reflects the inheritance of the rural revitalization strategy to the construction of new countryside in the past, but also shows that strengthening the construction of rural culture and spiritual civilization is still an important content of rural revitalization and development in the new era.

There are new ideas to promote the work of agriculture, countryside and farmers. First, in terms of overall development thinking, compared with the traditional development thinking of "taking the city as the driving force, promoting agriculture through industry, and integrating urban and rural development", the rural revitalization strategy innovatively proposes to establish and improve the institutional mechanism and policy system for the integrated development of urban and rural areas, and accelerate the modernization of agriculture and rural areas. Second, in terms of agricultural development ideas, the rural revitalization strategy not only emphasizes the protection of national food security as always, but also innovatively puts forward new ideas such as constructing modern agricultural industrial system, production system and management system, cultivating new agricultural business entities, perfecting agricultural socialized service system, and realizing the organic connection between small farmers and modern agricultural development. Thirdly, on the idea of increasing farmers' income, the rural revitalization strategy puts forward to promote the integrated development of rural primary, secondary and tertiary industries, support and encourage farmers to find jobs and start businesses, and broaden the channels of increasing income. Fourthly, in terms of rural development, the rural revitalization strategy proposes to strengthen rural basic work and improve the rural governance system combining autonomy, rule of law and rule of virtue. Cultivate and bring up a "three rural" work team that understands agriculture, loves the countryside and loves farmers.

Deepening rural reform has a new direction. On the issue of deepening rural reform, the rural revitalization strategy, on the one hand, continues the formulation of "adhering to and improving the rural basic management system and stabilizing the land contract relationship" in the reports of the 18th and 17th National Congress, on the other hand, innovatively puts forward the formulation of perfecting the "three powers" separation system of contracted land, deepening the reform of rural collective property rights system, safeguarding farmers' property rights and interests and strengthening the collective economy according to the new requirements of the new era. These new reform strategies not only reflect the latest achievements of China's rural system reform in recent years, but also put the development of rural collective economy in a more prominent position, pointing out the focus and direction of rural reform and development in the future.
