According to the circular, colleges and universities are directly responsible for the investigation and punishment of academic misconduct by relevant institutions or individuals on campus. It is necessary to follow the principles of objectivity, justice and legality, adhere to the principle of treating both the symptoms and root causes, comprehensive management and combining punishment and prevention, establish and improve the punishment mechanism for academic misconduct in accordance with national laws, regulations and relevant regulations, and formulate practical measures to ensure that there are laws to follow and rules to follow.
Colleges and universities should establish and improve working institutions to deal with academic misconduct, give full play to the role of experts, and strengthen the authority and scientificity of punishment. Academic Committee is the highest academic investigation and evaluation institution to deal with academic misconduct in schools. The academic committee shall set up an executive body, which shall be responsible for promoting the construction of school study style and investigating and judging academic misconduct.
Party committees and administrative departments of colleges and universities shall, according to the nature and severity of academic misconduct, give administrative sanctions such as warning to expulsion in accordance with laws, regulations and relevant provisions; Those who violate the laws of the state shall be handed over to judicial organs for handling; For the academic work he is engaged in, we can take measures such as suspending and terminating scientific research projects and recovering the allocated project funds, canceling the academic awards and academic honors he has won, and canceling his qualification to apply for scientific research projects and academic awards within a certain period of time. The results of the investigation should be made public within a certain range and be supervised by the masses.
The circular stressed that in the process of investigating academic misconduct, colleges and universities should find out the facts, grasp the evidence, distinguish right from wrong, standardize procedures and correctly grasp the policy boundaries. Provide necessary protection for informants; Defend the personal dignity and legitimate rights and interests of the person under investigation; Units and individuals who report untrue and are improperly accused should be clarified and protected in time.
Colleges and universities should take the construction of academic ethics and style of study as an important part of thoroughly implementing the Scientific Outlook on Development, conduct extensive discussions on the construction of style of study, and effectively improve the academic self-discipline awareness of teachers and students. Academic ethics and academic norms should be taken as compulsory contents of teacher training, especially pre-job training for new teachers, and included in the education and teaching contents of college students and graduate students. It is necessary to regard the performance of study style as an important content of teachers' evaluation and the performance of study style construction as an important aspect of the evaluation of leading cadres at all levels in colleges and universities, so as to form a long-term mechanism for academic ethics and academic norms education.
Colleges and universities should carry out extensive and in-depth publicity and education activities on academic ethics through newspapers, radio stations, television stations, internet, publicity windows and other effective ways and forms, give play to the exemplary role of academic models and the educational warning role of typical cases of academic misconduct, and strive to create a good atmosphere that is proud of observing academic ethics and ashamed of violating academic ethics.
The competent departments of colleges and universities should conscientiously perform their duties, earnestly strengthen their leadership over the handling of academic misconduct in colleges and universities, formulate necessary rules and regulations, and promote the construction of academic atmosphere in colleges and universities. Provincial education administrative departments should guide and coordinate the construction of study style in all colleges and universities (including private colleges and universities) within their respective administrative areas.
The Ministry of Education requires all localities, departments and subordinate colleges and universities to submit timely reports on the implementation of serious handling of academic misconduct and strengthening the construction of study style.
