For graduation theses suspected of academic misconduct such as plagiarism, forgery, tampering, buying and selling, writing on behalf of others, the Measures require that colleges and universities should conduct investigation and verification in accordance with relevant procedures. After verification, their degrees shall be revoked according to law and their degree certificates shall be cancelled.

Regarding the use of sampling results, the Measures propose that the sampling results of undergraduate graduation thesis should be fed back to relevant universities by the provincial education administrative department, copied to the provincial academic degree committee, reported to the Ministry of Education for the record, and made public to the public in an appropriate way.

For universities that have "graduation thesis problems" for two consecutive years, and the proportion is high or the number of theses is large, the provincial education administrative department shall notify them in the whole province, reduce the enrollment plan, conduct quality interviews, and put forward requirements for rectification within a time limit; For undergraduate majors with many sampling problems for three consecutive years, if they still fail to meet the requirements after rectification, it is deemed that the training quality cannot be guaranteed. The provincial education administrative department shall, in accordance with the relevant provisions, order it to suspend enrollment, or the provincial academic degree committee shall revoke its bachelor's degree authorization point.

According to the person in charge, the sampling results will also serve as an important reference for the allocation of educational resources such as undergraduate education and teaching evaluation, first-class undergraduate specialty construction, undergraduate specialty certification, and professional construction funds.

"Provincial education administrative departments should also establish a complaint mechanism for sampling undergraduate graduation thesis, standardize complaint handling procedures, and protect the legitimate rights and interests of relevant universities and students." The person in charge added.

In order to ensure the development of this work, the Measures also clarify that the Ministry of Education will regularly carry out supervision and inspection on the sampling inspection of undergraduate graduation thesis, and this work will be included in the evaluation scope of the provincial people's government's performance of educational duties. At the same time, the provincial education administrative department should guarantee the funds for the sampling inspection of undergraduate graduation thesis and incorporate them into the annual work budget to ensure the smooth development of the sampling inspection.
