The probability of submitting a paper for review is still quite low, which generally occurs at the following three time points:

Editors usually invite two reviewers for external review. Many times, the opinions of two reviewers are inconsistent and even conflicting. If your article is in the design of scientific research experiment, then find another reviewer to continue reviewing it, or make a decision to reject your article directly. There are problems or defects in the article, and the writing of experimental methods is not enough. Your article is likely to be rejected.

3. The article passed the external review or was rejected:

Secondly, whether the quality of the revised article is not very good, whether the reply is incomplete and unclear, or whether the repair time is too long may lead to this situation.
