According to Liu Zhiqiang, director of Baoding Foreign Affairs Office, the expert group came to Baoding to inspect the international pilot project of industrial cluster and capital operation plan initiated by the United Nations. The project plans to screen five cities as pilot areas in China in 2008 and give them support. Pass the evaluation and then promote it. Langfang City, Hebei Province was selected as the pilot city of this project.

During this trip, the expert group visited the first Diangu Building in China, Yingli Group, the most complete solar photovoltaic industrial chain enterprise in China, and China Diangu Wind Power Industrial Park respectively, and put forward constructive suggestions on related issues.

Luo Xiang, an expert in charge of industrial clusters and capital operation scheme of the expert group, said that a low-carbon city refers to a city that keeps energy consumption and carbon dioxide emissions at a low level on the premise of rapid economic development. Baoding's new energy has obviously formed several industrial clusters, which constitute a good foundation for building a low-carbon city. Baoding will become the first truly low-carbon city in China.

It is reported that Baoding has formed six industrial systems of photoelectricity, wind power, energy saving, electricity storage, transmission and power automation, with more than 60 new energy enterprises/kloc-0. "China Electric Valley" and "Solar City" are well-known at home and abroad. As a result, Baoding has become one of the first two pilot cities (the other is Shanghai) in the "China Low-carbon City Development Project" sponsored by WWF (World Wide Fund for Nature).

Ma, director of Baoding High-tech Zone Management Committee, said that the city plans to build an international renewable energy and power equipment industrial base with sales revenue exceeding 100 billion in about ten years, and explore a new path for regional development of sustainable energy utilization, so that Baoding can truly become an advocate of low-carbon economic development in China. Baoding, Hebei Province was selected as one of the interviewees who approached the practice of low-carbon economy, because Baoding created two "low-carbon firsts":

First, on February 24th, 2008, at 65438, the Baoding Municipal Government announced the Opinions on Building a Low-carbon City to the public, and the supporting Outline of Baoding Low-carbon City Development Plan (2008-2020) (Draft) was also jointly formulated by Tsinghua University Management College and Baoding Development and Reform Commission. This is the first text to promote the development of low-carbon cities in the form of government documents, which indicates that Baoding's urban development has entered a low-carbon model characterized by energy conservation and emission reduction, promotion and application of new energy and carbon emission reduction.

Second, in the statistical report on economic development in 2008 released by Hebei Province at the beginning of the year, Baoding's industrial added value and the growth rate of local general fiscal revenue both rushed to Hebei for the first time, and the growth rate of low-carbon industries represented by new energy was as high as 40%.

"This surprised many people, but we know that this is by no means an accident." In an exclusive interview with our reporter, Song Taiping, secretary of Baoding Municipal Party Committee, used a series of facts and data from both vertical and horizontal aspects to explain that under the background of the international financial crisis, Baoding's economy was able to go against the trend because of the accurate positioning of regional industries. "Relying on the historical foundation and establishing a low-carbon industry represented by new energy, Baoding has gradually found a low-carbon development path that is both practical and potential. Practice has proved that we are on the right track. " Choosing a low-carbon economic development path, Baoding is well thought out.

Baoding is located in the middle of Hebei Province, in the hinterland of the Beijing-Tianjin-Shijiazhuang Triangle, and is known as "the capital of Beijing" and "the south gate of the capital". However, as an important node between the Greater Beijing Metropolitan Area and the Bohai Economic Circle, Baoding's development benefits from this location, but it is also limited by this location.

"Baoding should have a sense of the overall situation and shoulder the great responsibility of protecting Baiyangdian, maintaining the ecological security of Beijing and Tianjin and the supply of agricultural and sideline foods." Yu Qun, the mayor of Baoding, said in an interview that Baoding can neither sacrifice the environment for development nor give up development for environmental protection. Faced with these two choices, Baoding must completely abandon the high consumption, high pollution and extensive growth mode and open up a "green channel" between industrial civilization and ecological civilization. Baoding began to re-examine itself.

Baoding is one of the birthplaces of modern industry in China. Baoding's industrial base originated from eight enterprises, including Baoding Tianwei, Feng Fan and Le Kai, established here during the First Five-Year Plan period, involving machinery manufacturing, cotton spinning, paper making, chemical industry and other industrial fields.

Around 2000, these enterprises generally experienced the phenomenon of sluggish development and declining benefits. As one of the 54 national high-tech development zones in China, Baoding High-tech Zone is also facing the problems of small industrial scale, lack of characteristics and competitiveness.

How to rely on high-tech zones and choose industries with both local conditions and potential as development support has become an urgent problem in Baoding. Baoding Municipal Party Committee and Municipal Government calmly analyzed its own industrial structure and development advantages and disadvantages, and finally established the development goal of building a new energy industrial base with "new energy and energy equipment industry" as a breakthrough.

Scientific decision-making and local conditions have injected vitality into Baoding's development, and Baoding High-tech Zone, which has been wandering for a long time, has achieved a "bright" leap for the first time.

There are many stories about "taking" and "giving up" in Baoding.

At the beginning of 2006, Baoding Municipal Party Committee and Municipal Government drew lessons from the development experience of "Silicon Valley" in the United States and relied on a number of key enterprises such as Tianwei, AVIC Phaeton, Feng Fan and Yingli, and put forward the development goal of building "China Electric Valley" according to local conditions. The proposal of this goal quickly attracted the industrial projects of a number of large enterprises such as China Bingzhuang, Guodian Group and AVIC Group.

"Because Baoding's overall urban planning was still being adjusted at that time, and the country implemented the strictest land policy, the phenomenon of' project off-site' was very prominent." Yu Qun recalled, "At that time, our high-tech zone planned four centers of culture, sports, exhibition, administration and business, but for various reasons, 5,400 mu of land in these four centers has been idle. Leaving precious land resources to industrial projects or continuing to start the construction of these centers has become a choice that Baoding Municipal Party Committee and Municipal Government need to make as soon as possible. " After comprehensive consideration and repeated weighing, the municipal party committee and the municipal government finally made the decision of "adjusting the construction land of the four centers and giving priority to the development of industries".

"This decision quickly led to the start of a number of industrial supporting projects, such as Yingli Phase III project with a total investment of 3 billion yuan and Liujiu Silicon Industry with a total investment of 654.38+0.26 billion yuan. These' big guys' at the high end of the value chain will win more voice for Baoding in the new round of competition in the new energy industry! " Yu Qun said confidently.

The rapid development of Baoding's new energy industry has aroused widespread concern from all walks of life. From June 5438 to October 2008 10, WWF officially launched the "China Low-carbon City Development Project", and Baoding and Shanghai were selected as the first batch of pilot cities; In April of the same year, the World Wide Fund for Nature released the research report Baoding: the "Electric Valley" of global sustainable energy production, which fully affirmed Baoding's important role in helping China and even the whole world develop a low-carbon economy. On February 24th, 2008, at 65438, the Baoding Municipal Government officially issued the Opinions on Building a Low-carbon City, and the construction of "Low-carbon Baoding" was officially launched, and "China Electric Valley Low-carbon Baoding" became the new city card of Baoding.

"If the construction of' China Power Valley' is more about economic growth,' low carbon Baoding' is a brand-new development concept." Yu Qun said, "The formation of this concept stems from our in-depth thinking on the background and development concept of new energy industry. Low-carbon Baoding is to let new energy support our development, integrate into our lives and carry our future. " The new energy industry has become the fastest growing and strongest supporting industry in Baoding's economic development. Because of new energy, Baoding has returned to people's field of vision.

"I was fortunate enough to go to Baoding, Hebei for research. The low-carbon facilities there surprised me, and the proportion of new energy was 10%! It is no exaggeration to say that Baoding has a new energy complex. " Not long ago, David Tyfield, a low-carbon expert from Lancaster University in England, described Baoding in his eyes.

Ma, the executive director of China Renewable Energy Society and former director of Baoding High-tech Zone Management Committee, witnessed the whole process of "China Electric Valley" from scratch and from small to large. He told reporters that in the development of renewable energy industry, Baoding has a systematic development idea and industrial system, and has formed six industrial clusters of photoelectricity, wind power, electricity saving, electricity storage, power transmission and transformation, and power automation equipment manufacturing, with more than 160 related enterprises.

Li Jianling, deputy director of Baoding Development and Reform Commission, showed a set of data to reporters. In the unfavorable environment of the international financial crisis, "China Power Valley" still maintained the growth rate of more than 40% of the main economic indicators in 2008, and achieved sales income of 26.05 billion yuan, up 46% year-on-year; Export earned 977 million US dollars, up 82.7% year-on-year.

In Baoding "China Electric Valley", several "China firsts" were born:

Yingli New Energy Co., Ltd., the only domestic manufacturer of solar photovoltaic cells in the whole industrial chain. The world's largest photovoltaic power station project-62MW Portuguese Mora photovoltaic power station was built by this company and has been connected to the grid for power generation.

In 2008, Yingli Company achieved sales revenue of 8.5 billion yuan. The company still maintains the world record of the lowest cost per watt of silicon and non-silicon as the main raw materials of photovoltaic cells.

The first R&D center for high-power fan blades in China, which was established by Academician 15, was also built here. Its self-developed 2 MW fan blades have been successfully rolled off the assembly line, and the 3 MW offshore fan project has been listed as a national science and technology support project by the Ministry of Science and Technology.

"China Electric Valley" has formed an industrial system covering fan blades, complete machines, controls and other equipment, among which AVIC Phaeton Company has become the largest manufacturer of fan blades in China, with an output of more than 4,000 blades and a domestic market share of 40%. In 2008, Guodian United Power Company achieved the production target of 1.5 MW wind turbines 100, and achieved sales income of 600 million yuan, making it one of the top five wind turbines in China.

In the field of energy saving, the first set of high-voltage and large-capacity motor cascade speed regulation system in China was born here. Independent innovation projects represented by energy-saving internal feedback speed regulation technology and large-scale motor cascade speed regulation technology will provide strong technical support for improving the high energy consumption of large-scale motors in China and realizing energy conservation and emission reduction. "China Power Valley" has also established a strategic cooperative relationship with North China Electric Power University, and * * * has established the first renewable energy research institute in China, which has provided sufficient talent reserves for new energy research and development.

By the end of 2008, China Power Valley has sold 500 MW of photovoltaic products and 5089 MW of wind power products, which is equivalent to reducing carbon dioxide emissions by10.64 million tons, and has made its own contribution to alleviating global climate problems.

In Baoding, Mayor Yu Qun also has the title of "Mayor of New Energy"-"I'm glad to call it that. After working in Baoding for three years, I obviously felt the changes and deepening of people's understanding of new energy, which is very gratifying. "

What makes Yu Qun more gratified is that Baoding has returned to people's field of vision because of new energy in the years of development. According to the data from Baoding Development and Reform Commission, the new energy industry accounts for about 14% of Baoding's industry, with a contribution rate of about 23%. The new energy industry has become an important support for Baoding to build a low-carbon city.

A number of central enterprises, such as China Bingzhuang Group and Guodian Group, have successively joined the construction of "China Power Valley", and the construction of "China Power Valley" financial platform with China Development Bank as the main body has been fully launched. Baoding was recognized by the Ministry of Science and Technology and the National Development and Reform Commission as the only "renewable energy industrialization base" and "national new energy industry high-tech industrial base".

"After 10 years' efforts, we will build' China Electric Valley' into a new energy and energy equipment industry development base with annual sales revenue exceeding10 billion yuan and profits and taxes exceeding 20 billion yuan, and become the largest new energy industry leading city in China facing the world." Baoding is building a "solar city" as the carrier, and strives to do a good job of "addition and subtraction" of low-carbon economy. Before 2007, there was an open space of more than 2,300 mu in the northwest corner of Baoding City, where more than 20 million cubic meters of fly ash produced by thermal power plants were centrally stored. Every winter and spring windy season, the northwest wind rolls up black fly ash.

Nowadays, this place, which is called "black tuyere" by citizens, is becoming the "green tuyere" of Baoding wind power industry-a wind power industrial park integrating R&D, manufacturing, spare parts and raw materials has begun to take shape. The first phase of 10 project will be built in the park, and the output value is expected to reach10 billion yuan after it is put into production. After transformation, the pollution that has plagued residents for many years has also been completely eradicated. Li Jinting, a villager from nearby Xilianliang Village, said happily: "When it was windy, I didn't dare to take out the quilt clothes to dry. Now that it's gone, I don't want to mention how bright it is! "

On the one hand, actively carry out energy conservation and emission reduction, and implement "blue sky action", "clear water plan" and "green sprout action".

As one of the key contents of building a low-carbon city, Baoding put forward the goal of building a "solar city" in three years in 2007: by guiding and popularizing the application of solar products throughout the city, we will strive to achieve the goal of saving 430 million kWh of electricity and reducing carbon dioxide emissions by 20 10.

Due to its outstanding achievements, Baoding was awarded the title of "National Solar Energy Comprehensive Utilization Demonstration City" by the Ministry of Science and Technology in 2008, and Baoding has taken another step forward in building a low-carbon city.

On this basis, Baoding has also innovated and improved low-carbon management from the aspects of urban ecological environment construction, low-carbon community construction and low-carbon urban transportation system construction, so as to promote the effective implementation of low-carbon planning. The "Baoding Low-carbon City Research Association" initiated by well-known experts and scholars in the domestic low-carbon field as consultants and the main leaders of Baoding City will be established soon.

From the traditional manufacturing industry to the emerging new energy industry, from cultivating and expanding low-carbon industries to building low-carbon cities, Baoding has experienced a process from unconsciousness to consciousness, from strangeness to deepening understanding. A low-carbon development pattern promoted by the government, implemented by enterprises and participated by the whole society is gradually taking shape in Baoding.
