How to keep secrets and avoid important problems in scientific papers
Scientific and technological manuscripts mainly focus on scientific and technological content, with few political sentences, but sometimes it is inevitable to involve some political issues. For example, when talking about the development direction and service target of science and technology, it may involve the national economic policy and technical policy; When applying for scientific research results, it may involve the policy of "letting a hundred flowers blossom and a hundred schools of thought contend"; When referring to certain areas, it may involve China's territorial sovereignty and foreign relations; When translating foreign scientific and technological works, you may encounter some references that conflict with China's principles and policies and do not conform to China's national conditions. If these issues are published without review, it may cause political mistakes and bring undue losses to the party and the country. In this regard, there must be no negligence. Political issues are generally investigated from the following aspects:

1) Check whether the party's line, principles and policies are accurate: Check whether the relevant references in the manuscript conform to the spirit of the current policies of the CPC Central Committee and the State Council and the unified references in party newspapers and journals. ?

2) Check whether the quotations in the works and speeches of revolutionary instructors and party and state leaders are accurate: Check whether the quotations in the manuscript are consistent with the latest texts officially published by People's Publishing House and the party's newspapers and periodicals. ?

3) Review from the aspects of science, technology, economy and military secrets: whether there are confidential information in the manuscript and whether it is possible to declare invention patent projects. For manuscripts with unclear boundaries between confidentiality and non-confidentiality, they should be reported to the relevant business authorities for approval in accordance with the principle of professional counterparts. ?

4) Review from the aspect of territorial sovereignty: Check whether the description of China's territory in the manuscript and the drawing method of the map are consistent with the latest version of Map of People's Republic of China (PRC) published by Map Publishing House. In particular, issues involving national borders should be carefully examined. If you encounter unclear problems, you should send them to the map publishing house or the relevant competent department of the Ministry of Foreign Affairs for assistance in examination and approval. Taiwan Province Province, Hongkong, Macau, Tibet and the South China Sea Islands are all inseparable parts of our territory and cannot be juxtaposed with independent countries. When reporting national materials and quoting foreign materials, we must carefully examine whether the above fields are included. ?

5) From the aspect of foreign-related relations, check whether the expression of foreign-related relations in the manuscript conforms to the basic principles of China's handling of international relations, whether there is a tendency to belittle other countries, brag or impose their political views on others, and whether there are mistakes in writing the names of newly independent countries or countries that have changed their names. ?

6) Other political issues: check whether there are any political sentences or paragraphs in the manuscript that violate ethnic policies, are divorced from scientific and technological content, are there any falsification, forgery of scientific research achievements, plagiarism and plagiarism of other people's works, and are there any contents that promote feudal superstition and obscenity.

2 Confidentiality issues

Communication and confidentiality are contradictory. The main task of sci-tech periodicals is academic exchange, but in order to communicate better, we must seriously abide by the confidentiality system and do a good job of confidentiality. The purpose of science is to explore the truth and reveal the law of objective development of things, especially natural science, whose research object is nature; Technology refers to all kinds of process operation methods and skills developed according to production practice experience and natural science principles. Scientific and technological research results are contributions to mankind, and there is no confidentiality problem in itself. However, each country has its own interests. In order to safeguard national security and interests, we must keep the secrets of each country. In China, in order to ensure the smooth progress of China's reform, opening up and socialist construction, we must abide by the Law of People's Republic of China (PRC) on Guarding State Secrets and relevant regulations, and keep secrets within a certain period of time and scope. Other countries in the world do the same. As for the direct relationship between technology and production, although some projects are not confidential, they are protected by the patent law, so they should be in accordance with the provisions of the Patent Law of People's Republic of China (PRC) and other relevant patent laws and regulations. ?

Secret information and internal documents cannot be cited in scientific papers, and unpublished plans of countries and regions cannot be published. The citation of national statistical data shall be based on the official publications of the People's Daily and the National Bureau of Statistics. The undisclosed unique resources and undisclosed traditional technologies in China, new inventions, major scientific and technological achievements and key technologies that are not available abroad, various patents and projects involving national defense and national security or major economic interests of the country, as well as medical secrets, epidemics, morbidity and mortality are confidential and should be treated with caution and properly handled.

The specific scope and content of confidentiality shall be determined in accordance with the confidentiality provisions formulated by the relevant competent departments and shall not be changed at will. For the content that is difficult to determine whether it needs to be kept confidential, the relevant departments shall be consulted for approval and identification in accordance with the provisions and the principle of professional counterpart, and the certification materials shall be obtained.

Issues involving confidential content in the manuscript should be handled cautiously and steadily, only explaining the significance and function of the achievements and inventions, without elaborating the specific technical process and giving key data. It is difficult for people to recognize the research results without disclosing confidential information, but they must do it and do it well.
