Measures for the Selection of National Excellent Doctoral Dissertations
Article 1 These Measures are formulated for the purpose of implementing the education revitalization action plan oriented to 2 1 century and doing a good job in the selection of national excellent doctoral dissertations.
Article 2 The purpose of selecting national excellent doctoral dissertations is to strengthen the cultivation of high-level innovative talents, encourage innovative spirit and improve the quality of postgraduate education, especially doctoral education in China.
Article 3 Under the leadership of the Ministry of Education and the the State Council Academic Degrees Committee, the Graduate Work Office of the Ministry of Education organizes the selection of national excellent doctoral dissertations. Its main responsibilities are:
1, deploy the selection work;
2. Organize exchange review and expert examination and approval;
3. Accept and handle relevant objections;
4, study and deal with other issues in the selection work.
Article 4 The selection shall be conducted once a year, and each selection shall not exceed 100 national excellent doctoral dissertations.
Fifth selection work follows the principle of "scientific and fair, focusing on innovation, strict screening, quality first".
Article 6 The selection criteria for national excellent doctoral dissertations are as follows:
1. The topic selection is the frontier of this discipline and has important theoretical or practical significance;
2. Innovating in theory or method, achieving breakthrough results, reaching the advanced level of similar disciplines in the world, and having good social benefits or application prospects;
3. The materials are informative, the reasoning is rigorous, and the written expression is accurate.
Article 7 The dissertations participating in the selection are generally dissertations of those who obtained doctoral degrees in domestic degree-conferring units in the last academic year of the selection year. The dissertations of those who obtained doctoral degrees in the first two academic years of the selection year can also participate in the review if they are really excellent. Papers participating in the selection should be written in Chinese.
Article 8 The selected list of national excellent doctoral dissertations is produced through recommendation, primary selection and re-evaluation.
Article 9 The participating papers in the selection of national excellent doctoral dissertations shall be recommended by the degree-conferring unit to the academic degree committee of the province (autonomous region or municipality directly under the Central Government), the competent department of postgraduate education or other departments designated by the postgraduate work office of the Ministry of Education.
Tenth provincial academic degree committee, the competent department of postgraduate education or other departments designated by the Graduate Office of the Ministry of Education, according to the primary quota issued by the Graduate Office of the Ministry of Education, initially selected recommended papers.
The funds needed for the primary election shall be raised by the department responsible for organizing the primary election.
Article 11 The Graduate Work Office of the Ministry of Education is responsible for organizing the re-evaluation of newly selected papers, including peer expert communication review and expert review meeting.
Article 12 The list of selected national excellent doctoral dissertations shall be published by the Graduate Work Office of the Ministry of Education. Any unit or individual who finds that there are serious problems such as plagiarism, fraud or the failure of the main research conclusions in the selected papers may, within 60 days from the date of publication of the selected papers, raise an objection in writing to the Graduate Work Office of the Ministry of Education.
The written materials that raise objections should include the title of the objection paper, the author's name, the name of the degree-granting unit, the contents of the objection, the concrete evidence or scientific basis supporting the objection, and the real name, work unit, contact address and telephone number of the objector. Objections that do not meet the above requirements will not be accepted.
The Graduate Work Office of the Ministry of Education is responsible for handling objections and keeping them confidential for the units or individuals who raise objections.
Thirteenth national excellent doctoral dissertations list approved and published by the Ministry of Education and the State Council Academic Degrees Committee. Papers that have not been dealt with within 60 days after the end of the objection period are not included in the list of approved papers.
Fourteenth national excellent doctoral dissertations are awarded by the Ministry of Education and the State Council Academic Degrees Committee.
Fifteenth approved national excellent doctoral dissertation, if there are serious problems such as plagiarism, fraud or the main research conclusions of the thesis can not be established, the Ministry of Education and the the State Council Academic Degrees Committee will revoke the award to the author and publish it.
