In the case that China's express delivery market is not yet fully mature, it is more in line with the national conditions to issue the Measures for the Administration of Domestic Express Delivery Market. The introduction of the new Postal Law when the market is mature is more conducive to the sustained and healthy development of the express delivery industry. It is expected that the "Measures for the Administration of Domestic Express Market" will authorize qualified express delivery companies to operate "business documents (letters)" and change the current chaotic situation of "law does not rule the public". Affected by the financial crisis, several foreign express delivery giants had a hard time in 2008.
