In recent years, prepaid card consumption trap has become one of the most complained problems of consumers. At the end of last year, the Ministry of Commerce publicly solicited opinions on the Administrative Measures for Single-use Commercial Prepaid Cards (Draft for Comment). It stipulates that the card-issuing enterprise unilaterally changes the business service subject, business content or scope, business address, etc. , affecting the interests of the cardholder, the card issuing enterprise shall publicize it 30 days in advance and provide the cardholder with exchange services. However, so far, the management measures have not been formally introduced.
