Secretarial work plays an important role in archival work. Printing and distributing documents by units/individuals ▲ files by secretaries ▲ using files written by society/individuals as real records of human social activities is the ladder of human civilization and progress. The benefits of archives work to society are immeasurable. In the research of archival work, many colleagues emphasize the importance of archival work, but the importance of secretarial work for archival work has not attracted enough attention. This paper intends to talk about some personal opinions on this. 1. On the role of secretarial work in archival work. According to the Archives Law of People's Republic of China (PRC), archives refer to various forms of historical records, such as words, charts, audio-visual and so on, which are directly formed by state organs, social organizations and individuals engaged in political, military, economic, scientific, technological, cultural and religious activities, and are of preservation value to the country and society. Archives have various forms and rich contents. Among many archives, because most of them come from government agencies and other important departments, they not only occupy a large proportion in archives, but also have high importance, authority and persuasiveness. The formation of document files is closely related to secretarial work. Please refer to the file archiving flow chart. Secretarial personnel write documents by collecting data and print (send) them to relevant units or individuals as the basis for carrying out activities. At the same time, the formed documents and their derived materials, as living real records, become the original materials of archives. Secretarial personnel collect, screen and sort out these materials, and finally form files for future reference or public use. It can be seen that secretarial work is a key link in the formation of documents and files. Whether the document file can provide or reflect accurate file information in the future depends largely on the rigor of secretarial staff when writing documents; Whether some important and valuable materials needed by documents and archives can be preserved depends to a great extent on the value judgment and likes and dislikes of relevant materials by secretaries in the process of sorting out documents and archives. For example, when taking minutes of meetings, secretaries may be "unclear" about the content of their speeches because they take it for granted; Or because the secretary didn't realize the potential value of a document when filing, it may lead to the loss of valuable documents. It can be seen that secretarial work is an important source link of the formation of documents and archives, and its influence on archival work is immeasurable. 2. Problems caused by the secretary's weak file consciousness. In practical work, some units have the problem that secretarial work and archival work are out of touch or not closely linked. There are two reasons: first, the secretarial staff themselves have insufficient understanding of the responsibilities of archival work. Many secretarial staff think that their duty is to write documents, and archival work is naturally done by full-time archives staff, so the polarity of products involved in archival work is not high. It is manifested in: the collection of documents and materials is not active, the arrangement is not systematic, and the filing is not timely. Second, from the perspective of filing, the requirements for secretarial work are not high. In many units, the requirements for filing documents in secretarial duties are not clear, and there are no assessment indicators. The archives and secretarial office are parallel units, and the archives only provide macro-business guidance for filing documents, and cannot put forward rigid requirements for secretarial staff. Therefore, the filing of documents only depends on the consciousness of secretarial staff. The practical problems brought about by this are: First, the filing form of documents is not standardized. Due to the limited professional knowledge of archives, some secretarial staff can't be standardized when writing and archiving documents, such as nonstandard paper standards, nonstandard numbering, incomplete version records, etc., which brings certain difficulties to the archiving, binding and storage of documents and files. Second, the contents of documents and archives are not comprehensive. Some secretarial staff only pay attention to the collection of red-headed documents when filing documents, but do not pay attention to the collection of other related materials formed during the formation and implementation of documents. As a result, the contents of documents and archives are not comprehensive, some manuscripts are uneven, some annexes are incomplete, some are only abstract, and some are only asking for instructions without reply. Third, some important information in files and archives is lost. Some secretarial staff usually don't pay attention to keeping documents and materials, and don't take the initiative to collect relevant materials from various units when filing, but only file the materials at hand, which leads to the leakage of some documents and materials that should be classified as archives. The author once went to a provincial archives to learn about the change process of a unit, but there were only some meeting records of the unit in the archives, and there was no important information about the establishment and renaming of the unit. It can be seen that if the secretary's file consciousness is weak, it will not only affect the system integrity of file work, but also bring irreparable losses to society. 3. Give full play to the important role of secretarial work in archival work. The filing of documents is the end of secretarial work, but it is the beginning of archival work. To ensure that there is no problem in this link, we should not only strengthen the training of secretarial staff, but also provide strong guarantee from the aspect of institutional mechanism construction. First, strengthen education and training, and strengthen the file consciousness of secretarial staff. Through centralized training, special seminars and other effective forms, organize secretarial staff to seriously study the Archives Law and Archives Management Regulations, clarify the basic principles and specific requirements of archival work, strengthen secretarial staff's archival consciousness of "being responsible for history, serving reality and thinking about the future", and enable secretarial staff to better understand archival knowledge and consciously devote themselves to archival work. Second, establish a responsibility system and clarify the responsibilities of secretarial staff in archival work. Incorporate the requirements of archival work into the post responsibilities of secretarial staff, make specific and clear provisions on the collection, sorting and filing of documents and files, establish corresponding assessment systems and accountability systems, and strengthen the sense of responsibility of secretarial staff in archival work. It is necessary to clarify the responsibilities, straighten out the relationship between the secretarial department and the archives department, and put an end to the phenomenon that management is absent, coordination is not smooth, and mutual prevarication affects the archiving work. Third, strengthen the whole process control of archival work and establish a perfect system. The whole process control of archival work includes the whole process from the formation of original documents and materials to the filing and utilization of archives. As far as the writing of official documents is concerned, it is necessary to strictly implement the rules of writing, strictly fulfill the procedures of issuing documents, and strictly follow the filing requirements in terms of official document paper, official document layout, font size and binding requirements. It is necessary to establish a system of collecting files in real time and make the work at ordinary times. Secretarial staff should prepare special file boxes at ordinary times, and collect, sort out and save materials that may need to be filed at any time to avoid "cramming for Buddha's feet" at the end of filing. In a word, it is of great significance to improve the quality and efficiency of archival work by improving the archival consciousness of secretaries and doing a good job in archival work.
