Regulations of Handan Municipality on Urban Greening (revised in 2020)
Chapter I General Provisions Article 1 In order to promote the development of urban greening, improve the ecological environment and build a beautiful, clean and civilized modern garden city, these Regulations are formulated in accordance with the relevant laws and regulations such as the Regulations on Urban Greening of the State Council and the Regulations on Urban Greening of Hebei Province, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, protection and management of urban greening such as trees, flowers, green spaces, garden sketches and greening facilities in urban planning areas. Article 3 The administrative department of urban greening of the Municipal People's Government shall be responsible for the greening work within the urban planning area under its jurisdiction.

Counties (cities), Fengfeng Mining Area, Yongnian District, Feixiang District People's Government, Jinan New District Administrative Committee and Handan Economic and Technological Development Zone Administrative Committee are responsible for the greening work within the urban planning area within their respective jurisdictions.

Congtai district, Hanshan District, Fuxing District People's government urban greening administrative departments responsible for the management of courtyards, squares, parks, forests and other self-built green spaces within their respective jurisdictions.

In the urban planning area, the greening work managed by the administrative departments of forestry and transportation as stipulated by laws and regulations shall be implemented in accordance with the relevant provisions. Article 4 Units with the right to operate within a planned urban area shall be responsible for the greening construction and management within their management scope according to the overall urban planning and urban green space system planning, and the urban greening administrative department of the urban people's government shall supervise, inspect and guide their greening design and construction. Article 5 Urban people's governments should take urban greening as an important part of urban construction and bring it into the national economic and social development plan.

The people's government of a city shall strengthen urban greening construction and scientific research, popularize advanced science and technology, and improve urban greening coverage rate, green space rate, per capita green space standard and green art level. Sixth, according to the requirements of developing socialist market economy, establish a stable and diversified financing mechanism for urban greening construction.

The financing of urban greening construction is mainly based on government investment, absorbing social funds, encouraging and supporting foreign businessmen, enterprises and individual urban and rural residents to invest in urban greening projects and participate in the maintenance of urban green space. Seventh units and individuals to invest in the construction of gardens, green spaces, street trees or forests, or to a certain scale of urban greening construction projects donated a large amount, the city people's government shall give recognition. With the consent of the city people's government, units or individuals that invest or donate money can obtain the naming right of greening facilities, and can also obtain the advertising management right in greening facilities for three to five years. Chapter II Planning and Construction Article 8 The urban green space system planning shall be incorporated into the overall urban planning, and shall be jointly prepared by the competent department of urban planning administration and the competent department of urban greening administration of the people's government of the city, and shall be responsible for organizing the implementation. Article 9 The competent department of urban planning administration and the competent department of urban greening administration of the People's Government of a city shall, when preparing the urban green space system planning, delimit the green space area, delimit all kinds of green space ranges and urban construction protection control lines according to the green space indicators determined by national standards. Strictly implement the "green line" control system of urban greening. Article 10 Public green space shall be built on urban state-owned land, and the land shall be allocated by the urban people's government.

All kinds of urban construction projects supporting green land and greening projects must be planned, requisitioned and designed at the same time as the main project.

Encourage and support farmers to adjust agricultural structure and develop suburban greening. Government subsidies can be adopted to build economic forests, ecological forests, parks, nurseries and other public green spaces. Eleventh projects within the urban planning area shall not occupy green land.

After the renovation of dilapidated houses in the urban center, the adjustment of industrial structure and the comprehensive improvement and demolition of urban environment, a certain amount of open space should be replaced for greening construction according to the needs of greening land.

After the demolition of illegal buildings in the central area of the city, the vacated land should give priority to the implementation of greening construction.

Idle land in the built-up area and land recovered according to law should be given priority for urban greening. Article 12 The planning and design of urban greening should adjust measures to local conditions, make use of natural and human conditions such as original topography, landforms, water bodies, vegetation, historical and cultural relics, reflect national style and local characteristics, and rationally set up public green spaces, residential green spaces, attached green spaces, protective green spaces, production green spaces and scenic woodlands on the principle of facilitating the masses and improving the urban ecological environment.

Urban greening is mainly based on planting trees, moderately building lawns, and organically combining trees, irrigation, flowers and grass.

Encourage the use of courtyards and open spaces to plant flowers and trees, and advocate the development of vertical greening, balcony greening and roof greening.

Actively develop water-saving greening, encourage the use of drip irrigation technology, and promote the utilization of reclaimed water. Thirteenth kinds of urban engineering construction projects should be included in the project investment budget. Fourteenth types of construction projects green rate (the proportion of green area to the total area) shall meet the following standards:

(a) no less than thirty-five percent of new residential areas, no less than thirty percent of old city reconstruction areas, of which the area used for the construction of concentrated green space shall not be less than ten percent of the total area of residential areas;

(two) new urban roads, the red line width of more than fifty meters shall not be less than thirty percent, the red line width of less than fifty meters and more than forty meters shall not be less than twenty-five percent, and the red line width of less than forty meters shall not be less than twenty percent; The width of protective green space on both sides of newly-built railways and expressways shall be implemented in accordance with relevant state regulations;

(three) the construction of urban landscaping nurseries, flower beds, grass beds, bonsai bases and other production green spaces shall meet the needs of local urban greening construction, and the land area shall not be less than 2% of the urban built-up area;

(4) Newly built hospitals, sanatoriums, schools and cultural facilities shall not be less than 35%; Among them, the infectious disease hospital should build a protective green space with a width of not less than fifty meters;

(5) No less than 30% of new air pollution construction projects will be built, and health protection forest belts will be built according to relevant regulations;

(six) the park is not less than 70% of the land area. The green area of the new square shall not be less than 60% of the total land area;

(seven) the new commercial center, transportation hub, warehousing and other projects are not less than twenty percent.

Construction activities in historical and cultural blocks and excellent historical buildings shall not reduce the original green area.
