No matter domestic or foreign academic papers, they are not completely open. Sometimes some libraries will publish some papers, but generally there is a certain time limit. Because some dissertations are confidential, they cannot be found online.

Just because you can't find it online doesn't mean it hasn't been uploaded to the network. Some papers are confidential, some are technical research and development secrets, and some are military secrets. These will not be uploaded to the network.
