Measures of Nanning Municipality on the Administration of Convention and Exhibition Industry
Chapter I General Provisions Article 1 In order to strengthen the management of exhibition activities, standardize exhibition activities and promote the standardized and orderly development of exhibition industry, these Measures are formulated according to the actual situation of this Municipality. Article 2 These Measures shall apply to the exhibition activities and their management within the administrative area of this Municipality. Article 3 The term "exhibition" as mentioned in these Measures refers to the commercial activities such as the exhibition, sale and exhibition of commodities, technologies and services held by the organizer (including the organizer) in a fixed place and within a predetermined time, including commodity fairs and other commercial exhibitions.

The term "organizer" as mentioned in these Measures refers to the unit responsible for formulating the implementation plan and plan of the exhibition, coordinating, organizing and arranging the exhibition activities, and taking the main responsibility for the exhibition activities.

The organizer as mentioned in these Measures refers to the unit entrusted by the organizer to be responsible for specific exhibition affairs. Article 4 Exhibition activities shall follow the principles of market rules, orderly competition and industry self-discipline. Article 5 The municipal and county commercial departments shall be responsible for the industry management of exhibitions in their respective jurisdictions. Its main responsibilities are:

(a) to formulate and implement the development plan of convention and exhibition industry;

(2) Formulating standards for the exhibition industry;

(three) to be responsible for reviewing and submitting the use plan and scheme of the special support funds for the convention and exhibition industry;

(four) organize and coordinate the relevant departments to do a good job in the protection of exhibition activities;

(five) exhibition filing, statistics and release of exhibition industry information;

(six) responsible for the provisions of laws, regulations and rules, as well as other duties determined by the municipal and county people's governments. Article 6 The administrative department for industry and commerce shall be responsible for the registration of commodity fairs and the supervision and administration of exhibitions according to law. Seventh financial, public security, intellectual property, construction and other administrative departments shall, in accordance with their respective responsibilities, do a good job in the management and service of exhibition activities. Eighth exhibition industry associations shall formulate industry service standards, establish and improve the industry self-discipline mechanism, and strengthen the coordinated management of exhibitions.

Exhibition industry associations should play an active role in establishing exhibition evaluation system, organizing exhibition data statistics, releasing exhibition information, and guiding members to standardize their operations.

Encourage exhibition industry associations to carry out various exhibition training activities to improve the professional quality of employees. Chapter II Exhibition Management Article 9 This Municipality implements the system of pre-declaration of exhibition planning. Every year 1 month and June, the exhibition organizer shall submit the exhibition plan to be held in the first half and the second half of the year to the municipal or county commercial department of the host city. If the site is within the municipal jurisdiction, it shall be reported to the municipal commerce department; if the site is within the county jurisdiction, it shall be reported to the county commerce department. The commercial department shall publish the information of the exhibition to be held on its official website in time.

If the interval between exhibitions with similar themes in the exhibition plan is less than one month, the commercial department shall organize relevant units to coordinate and guide the organizers to organize exhibitions in an orderly manner. Article 10 Where an exhibition can be held only with the permission of the relevant departments, the organizer shall obtain the corresponding approval documents.

To hold a commodity fair, it shall apply to the administrative department for industry and commerce of the city or county for registration according to law. If the bidding time for similar theme commodity fairs is less than one month apart, the administrative department for industry and commerce shall inform the relevant applicants in writing. Eleventh exhibition organizers should be held five days before the exhibition related information to the municipal or county commerce department for the record. The filing department shall promptly inform the departments of industry and commerce, public security, construction, intellectual property and related science and technology, education, etc., and publish information related to the exhibition on its official website.

The following materials shall be submitted for the record of the exhibition:

(a) the qualification certificate of the organizer. Where two or more units jointly hold an exhibition, a written contract such as a joint holding agreement shall be submitted;

(two) the implementation plan of the exhibition activities, including the purpose, name, content, organizer, organizer, starting and ending time, venue, charging standard, temporary bank account, office address of the organizing committee (Preparatory Committee), principal responsible person and contact person and contact telephone number;

(three) the exhibition license documents or filing certificates issued by the relevant departments;

(4) Examining the qualifications of exhibitors. Article 12 If it is necessary to change the name, organizer, holding time or place of an exhibition that has gone through licensing procedures, the organizer shall go through the formalities of change with the original licensing authority and notify the exhibitors in time. If the exhibition has been reported to the relevant departments for the record, it shall notify the filing department within two days from the date of legal change.

If the contents of other exhibitions other than those specified in the preceding paragraph need to be changed, the organizer shall promptly notify the exhibitors. Article 13 The organizer of the exhibition shall sign a written contract with the exhibitors to clarify the rights and obligations of both parties.

The organizer shall be responsible for the internal organization and management of the exhibition and review the following materials submitted by exhibitors:

(a) the code certificate, business license and other relevant certificates of the legal person organization;

(2) The registration form of the exhibitor, the identity certificate of the exhibitor and the power of attorney of the legal representative; Employees in specific industries should submit corresponding certificates.

(three) the registration form of the exhibition and the basis of the legal source of the exhibition.

The organizer shall inspect the exhibitors' participation activities during the exhibition, and report to the relevant administrative departments in time if it finds that the exhibitors have potential safety hazards or illegal acts.
