With the advent of knowledge economy, organizational competition is increasingly dependent on the innovative application and management of knowledge assets, and the evaluation focus of performance management must also shift to the ability and benefit of knowledge innovation.
Drucker, a world-class management master, pointed out in his book Management in the Era of Great Change that in the era of knowledge economy, a new group of workers appeared in enterprises, namely "knowledge workers"; There is a fundamental difference between them and the workers in the past capital economy era, that is, he holds a part of the production tools-knowledge, unlike the traditional workers who have nothing but to sell their own labor.
In my opinion, from Drucker's point of view, the relationship between capitalists and knowledge workers in the era of knowledge economy is no longer a simple relationship between employers and employees, but a "partner" relationship in different degrees. Especially in planning and design, consulting and other industries, this "partner" relationship is more obvious. People think that today's world is entering an era when "wise men" will be equal to "capitalists"; A wise man has extraordinary management wisdom or management wisdom or research and development wisdom, and his brain is no different from a gold mine. Some enterprises in China, especially in Shenzhen, such as Huawei, even played the banner of "knowledge-based", that is, converting knowledge into stock options, dividends and bonuses. In the equity arrangement, let the most talented people have important equity.
In addition, the management of knowledge workers should also be changed accordingly. According to Drucker, the modern organization composed of knowledge workers is no longer the relationship between bosses and subordinates, but a team-like equal relationship. Managers' work in this kind of team is no longer an order, but an incentive. Knowledge workers are not dominated by machines like traditional workers and are easily supervised effectively. On the contrary, what products machines can produce in the hands of knowledge workers, and what quality and grade products can be produced, almost entirely depends on the creative work of knowledge workers. Without the creative work of knowledge workers, machines are a pile of scrap iron. Knowledge workers have greater independence, flexibility and freedom than traditional employees because they have mastered a production tool, that is, knowledge, and are easy to "jump ship"; And his position is not as easy to be replaced as that of traditional workers. The "job-hopping" of knowledge workers often causes irreparable losses to enterprises; When he left the company, it was not the individual who suffered, but the company itself. Because a knowledge worker is often an authority in a certain field in an organization, otherwise he is useless. Organizations can't gain their loyalty by paying employees. The key is to provide them with opportunities to use knowledge and realize the value of knowledge. For the work of knowledge workers, it is not good to implement time management and piece-rate management; It is not enough to "buy" only by high salary and higher vocational education, nor can it be won over only by "buddy spirit"; We should provide them with superior and relaxed working space and let them engage in creative work freely without interference; Without guidance, they can't let go, because even if they really think hard for the company all day, it is difficult to inspire without correct guidance and good mood. It can be seen that "human resources development under the knowledge economy" is indeed a brand-new and arduous task.
In the current administrative field of China, in fact, many new technical means have been introduced, such as computer and network technology. However, these technologies have not been widely used in the administration of China. Take network technology as an example. Although some government departments have started surfing the Internet, the situation of most grass-roots government departments is still unclear. In this case, first of all, people need to establish the concept of network. Therefore, from the current level, administrative personnel should strengthen the education of modern management technology and emerging science and technology, and cultivate the minimum management technology knowledge.
In the era of knowledge economy, leaders with knowledge are needed, and without knowledge, they cannot be competent for their work. Our leading cadres and managers should first seriously study and guide the construction of Deng Xiaoping Theory with Socialism with Chinese characteristics, learn the legal knowledge necessary for governing the country according to law, learn the science of leadership, and learn the professional knowledge and basic knowledge of modern science and technology necessary for managing society and industry. At the same time, we should learn social science and natural science well and grasp the trend of social development to meet the needs of performing our duties. At present, the speed of knowledge updating is unimaginable. We must persist in lifelong learning and update our original knowledge in order to keep up with the times. Learning must have a good style of study, combine with reality, apply what you have learned, and avoid putting on airs, showing off knowledge, piling up nouns and being divorced from reality. If we only take what we have learned as our own remarks and rhetoric, the gap between us and developed regions will become wider and wider.
Administrative performance management is an activity of comparing and analyzing the assessed objects through performance evaluation, according to established indicators and referring to certain standards, and inspecting, evaluating, rewarding and training the work of the assessed objects in a certain period; Explore and create a new vision that can echo organizational goals and organizational values; In turn, the incentive and restraint mechanism will be established to promote the improvement of its management concept and the realization of its overall strategic objectives. Performance evaluation is the premise of performance management, and the basis for encouraging and restricting the evaluated object comes from the results of performance evaluation.
Performance evaluation is the core content of performance management, and some people directly call it performance management. Performance evaluation is to use a specific index system, control certain evaluation standards, and use certain mathematical methods to evaluate. Subjectively, this method is to evaluate their performance and benefits comprehensively, objectively, fairly and accurately, find out the gaps and advantages between the evaluated objects, and help the members of the organization understand their understanding and contribution to the realization of organizational goals. On this basis, foster strengths and avoid weaknesses, and survive the fittest. However, the traditional performance evaluation is far from the expected purpose.
The era of knowledge economy is full of passion, opportunity, attraction and challenge. Only by striving for progress, pioneering and innovating, attaching great importance to knowledge, technology, information and talents, effectively using various measures and means, and realizing management modernization through multiple channels, can we gain competitive advantage in the increasingly fierce domestic and international competition, enhance our competitive strength and comprehensive national strength, and thus embark on the track of sustained and coordinated development.
Although the theory and practice of knowledge management are not complete and rich, with the arrival of knowledge economy, the previous management theory has been difficult to adapt to the changes and development of the new economy. Therefore, the emergence of knowledge management is inevitable. However, as a new and higher-level management form, knowledge management is developed on the basis of traditional management, and has a mature and perfect process, which needs to be further deepened.
In today's rapidly changing science and technology, to realize the modernization of administrative management, managers must keep pace with the times, constantly learn new knowledge and new concepts, and most importantly, have a sense of innovation. Starting from the national conditions of China, starting from reality, focusing on the development of contemporary economy and realizing the modernization of administrative management, we must closely follow the theme of the present era. Moreover, the administration should also realize network informationization, that is, China's administration should be in line with the information superhighway, realize optimization and finally realize modernization.
