Since 1998, the independently completed scientific research achievements have successively won the first, second and third prizes of provincial and ministerial excellent scientific research and teaching achievements 10. Papers submitted to relevant international and domestic conferences, such as Several Criminal Law Issues in the Reunification of the Motherland, the Relationship between Hong Kong Law and National Law, Political Crimes and Political Asylum in International Law, and China's Attitude towards the International Criminal Court, have aroused considerable repercussions due to their unique viewpoints. In 2004, the workload of scientific research achievements ranked first in the whole school, and won the first prize of outstanding scientific research achievements award of "World Re-education Fund" of our school.

As a representative of the National People's Congress, Professor Chen has continuously translated his research results into various suggestions and legislative proposals. Among them, the National People's Congress Standing Committee (NPCSC) and the Supreme People's Court submitted the Proposal on Restoring the Supreme People's Court's Power to Approve the Death Penalty according to Law, the Law on Formulating Unified Compulsory Preventive Measures and the Law on Converting the Crimes stipulated in the International Treaties to which China is a Party into Domestic Law. A number of suggestions and motions, such as changing the current trial system in China from "second-level final appeal" to "third-level final appeal", were formally adopted or approved as formal legislative motions by relevant institutions of the Supreme People's Court and the National People's Congress, and were shortlisted for the "Top Ten News of 2004-People's Selection" sponsored by People's Daily in cooperation with well-known online media such as Xinhuanet, China.com and CCTV International.

Main academic achievements and influence:

The academic activities during my study and work in Italy are considered by the Italian side to have made a truly meaningful contribution to the first cooperation between Chinese and Italian jurists and added honor to their great motherland in the best way. 1996 After returning to China, the interactive teaching method which can fully arouse the enthusiasm of both students and teachers was pioneered in teaching, and it has been widely used in the teaching of criminal law graduate students in our school. In terms of scientific research, in addition to presiding over the key project of the Ministry of Justice "General Principles of Criminal Law Research" and participating as the main researcher in the research work of major topics such as the National Ninth Five-Year Plan large-scale social science project "Theory and Practice of International Anti-Corruption", monographs, teaching materials and reference books have been published so far, and more than 20 papers have been published publicly.

In the research of criminal law, Professor Chen insisted on combining foreign advanced theories with China's fine traditions and transforming traditional criminal law theories with dialectical materialism, and formed his own independent views on the "basic theory of criminal law" such as the general principles of criminal law, the spatial effectiveness of criminal law, the time effectiveness, the relationship between mainland law and Hong Kong law, and the essential characteristics of crime. In the master's degree thesis, it is the first time to distinguish the aspects that constitute a crime from the elements that constitute a crime. The constitutive requirements of the subject of crime are the logical starting point of crime, the object of crime is the same and inseparable, the subjective requirements of crime are the core of crime, the objective requirements of crime should only be the objective nature of crime, and the objective requirements of crime should include the objective conditions used by actors to act on the object of crime. These views have been accepted by domestic criminal law circles to varying degrees. In doctoral dissertations and related teaching materials, new ideas are systematically put forward to solve the basic theoretical problems of world criminal law, such as behavior in criminal law and causality in criminal law.
