The international order is the result of the distribution of power, interests and ideas among great powers. The rise of great powers will inevitably touch the construction of international order, and China must put forward his own views on how to establish international order; China's participation in the construction of the international order should start with the regional order, emphasize the improvement of the basic rules of the global international system, and gradually strengthen its ability to create an agenda in the construction of the international order, so as to become an active, constructive and predictable shaper of the international order. With the rise of China, how China views the existing international order and how to participate in the construction of the future international order has become an important issue attracting worldwide attention, and it has also become a yardstick for countries around the world to view the rise of China. Before the middle of the19th century, China had been in a relatively closed order in East Asia, and had long assumed the role of an order shaper in East Asia. After that, China was forcibly incorporated into the world system by western guns, and the process of China's integration into the international community began. During this period, China's role changed several times, from marginal, passive and passive to active participation and construction. The interaction between China and the international order has formed a picture, from light to strong. This process just accompanied China to experience a hundred years of wind and rain, and started the national rejuvenation and rise, and moved towards modernization. At the same time, in the process of diffusion and perfection, the international order has gradually become cosmopolitan and global. Since the end of the Cold War, the international order has entered a new transitional period, and major powers and groups of countries have put forward various suggestions and put them into practice. In a word, China's modernization progress, rise and development of international order seem to go hand in hand, which not only poses a great challenge to China's future development, but also provides it with a broad global space. The main question of this paper is: What is the interactive relationship between the rise of China and the international order? In view of the fact that China and the world order are in transition, how can China participate in the construction and improvement of the international order in order to achieve a peaceful strategic rise? The historical change of international order refers to the pattern or layout of international behavior, which pursues the basic, main or universal goals of the national society, including maintaining the survival of the international system and the national society itself, safeguarding national independence or foreign sovereignty, and safeguarding equality. According to the existing understanding, the international order includes the following aspects: first, the international order is a pattern created by the main actors in a certain period of time based on their strength, based on the strength comparison of various actors, especially major countries, that is, the international order is the result of power distribution. Second, the international order is an international behavior rule and guarantee mechanism established by various actors in the international community based on the interaction and struggle of interests in a certain period of time. In other words, the international order is the result of the distribution of interests among countries, especially among big countries. Third, the stability of the international order in a certain period of time often depends on whether big countries can reach and maintain agreement, tacit understanding or necessary compromises on core concepts. In other words, the distribution of ideas in the international system will be the key variable to determine whether the international order can be established and maintained. Fourth, the international order refers to the relationship established or maintained among sovereign countries, groups of countries and international organizations in the international community according to certain principles, norms, objectives and means, as well as a certain international political and economic operation mechanism and the overall situation. In other words, the international mechanism is a decisive variable in building and maintaining the international order. To sum up, the international order is the result of the distribution of power, interests and ideas by the main actors in the international community, especially the big countries, and its main manifestation is the establishment and operation of global international mechanisms. The international order is provided by major actors, especially big countries, and it also embodies and leads to cooperation and conflicts among big countries. The struggle for international order is essentially a struggle for power and interests, which is mainly manifested in the struggle for ideas and the struggle for international mechanisms. In view of the fact that the change of great power is a historical law, the distribution of interests, the distribution of ideas and the international mechanism that reflects the three distribution structures and processes on the basis of power will also be in a state of constant change, and transformation is one of its essential characteristics. On the other hand, the power structure, interest structure, concept structure and international mechanism are stable to some extent, even lagging behind. The transformation of the old and new order will be a long process. From 15 and 16 centuries, European powers created a stable global navigation system and a global-scale trade system, followed by the industrial revolution, the transportation revolution and the communication revolution, and the close ties within the system finally created the global international economic order. Politically, the signing of the Treaty of Westphalia in 1648 recognized the principle of sovereign equality of all countries and laid the most primitive political foundation for the international political order to be established in the future. 19 At the end of the 20th century, a worldwide international political and economic system was formed with the completion of international division of labor, the emergence of the world market and the world monetary system, and the establishment of the colonial system as the main symbols. In this system, European powers have been transformed into modern nation-States, and each country has the strength and strong will to protect itself from the threat of aggression and colonial expansion. The British Empire rose as the world hegemon, the United States rose as the world's first economic power, and Japan also successfully rose as an Asian power through the Meiji Restoration. /kloc-the most prominent phenomenon in the 0/9th century is that Germany has become a challenge force of this system through its unified rise. The result of the interaction between these great powers through war is the emergence of the first global international order. It is based on the establishment of the League of Nations and marked by the establishment of the Versailles-Washington system. It can be said that the establishment of this global international order is the demand of the first new order in the 20th century. In view of the nature of spoils sharing and its inherent inequality, the instability of Versailles-Washington order is inevitable. With the re-emergence of Germany and the spread of fascism in Germany, Japan and Italy in the 1920s and 1930s, the forces and willingness to attack this order became sharper, and a new world war was inevitable. The outstanding phenomenon during this period is that the United States has the strength of world hegemony, but refuses to assume the responsibility of world hegemony, but waits for opportunities to seize world interests; The rise of the socialist Soviet Union became the best excuse for the great powers to wage war. The efforts of major countries to establish international order around the end of World War II represent the demands of the second new order in the 20th century. Following the principle of strength and interests, major powers have established the Yalta order with strong geopolitical color in the form of dividing their spheres of influence. Compared with this international order, it has made great progress and condensed the achievements of the people of the world fighting bloody battles with the fascist extreme rule. But this order has not got rid of the shadow of hegemonism and power politics, so it is called the old international political and economic order. The old international economic order refers to the unequal international economic order characterized by developed capitalist countries exploiting and plundering developing countries and underdeveloped countries, including the international production order based on unreasonable international division of labor, the international trade order characterized by unequal exchange and the international financial order based on monopoly. The old international political order refers to the one characterized by hegemonism and power politics. While seeing the defects of the old international political and economic order, we should also be aware of its internal changes. First of all, the pattern of strength that forms the basis of the international order has undergone tremendous changes. The strength of the United States has experienced ups and downs, but it has always been the strongest comprehensive national strength. The strength of other western countries has changed greatly. Germany has re-emerged as the third largest economic power in the world. The strength of other traditional European powers has inevitably declined, and the process of European integration has gradually started and accelerated, becoming a pioneer in the accelerated development of regionalism. Japan also re-emerged in the cracks of the Cold War and became the second largest economic power in the world. Since the founding of New China, the comprehensive national strength has been on the rise, especially since the reform and opening up in 1978, which has been the highest among major countries. In addition, in the 1960s and 1970s, the Third World rose as an important political force and put forward the requirement of reforming the world political and economic order. Strength comparison is the forerunner of changes in interests, concepts and international mechanisms. Secondly, with the change of strength pattern, countries have put forward corresponding interest requirements, and the interest pattern has also undergone tremendous changes, not only in the conflict of interests between the North and the South, but also in the northern countries, and the conflict of interests between the United States, Japan and Europe has deepened. Third, with the deepening of globalization and compound interdependence, international cooperation has become the dominant international behavior, and new concepts such as global governance have gradually taken root in people's hearts, and the dominant concepts that constitute the international order are quietly changing. Fourth, the international mechanism has quietly changed. With the decentralization of power and the expansion of the influence of international governance, and with the participation of new countries in the formulation and improvement of international mechanisms, the fairness of international mechanisms is further reflected. Due to the above changes, the dispute over the international order tends to be fierce. Before the end of the cold war, the call for establishing a new international order mainly came from the third world. The end of the Cold War led to an essential change in the pattern of international power, and developed countries once again became the protagonists of the third appeal of the new international order in the 20th century. The dissatisfaction of developed countries with the existing order is caused by the further strengthening of the Soviet Union after its disintegration. The views of the United States, Japan and Europe on the new international order have their own interests, but they are essentially the same, that is, the establishment of an international order based on safeguarding the interests of western powers, led by western powers, and aimed at establishing western models, ideologies and values, all want to occupy a dominant position in the process of establishing the new order. The current international order is a mixture of old and new, negative and positive. In terms of strength, with the deepening of globalization, power is further dispersed, and other international actors outside the country have the ability and opportunity to participate in the international order. This change is inevitably reflected in the diversification of interest demands, and global interests will also be concerned. In line with this, the basic concepts that constitute the international order are also changing, and the concepts of interdependence, international governance, international cooperation and democratization of international relations have been further confirmed. From the perspective of international mechanisms, although international mechanisms tend to safeguard universal interests, the existing international mechanism system is established under the leadership of the United States and has the characteristics of injustice, inequality and instability. This situation is bound to form a partially globalized world, not a global order. (2) The disorder of the current world indicates to some extent that it will be a difficult transition process to complete the order transformation. Looking back on the construction of the international order in the 20th century, it seems that 100 is only a fleeting wave in the long river of history; From the perspective of international order, the 20th century has set up an unquestionable monument, which not only bears the aspiration of people with lofty ideals to establish a just and reasonable international order, but also embodies the hardships of international order construction, and more importantly, shows the prospect of international order progress. China and the International Order: A Historical Perspective/kloc-Before the 9th century, China had been developing in a relatively isolated geopolitical environment in East Asia and was relatively isolated from the rest of the world. /kloc-In the middle of the 9th century, the European powers forcibly brought China into the international order dominated by them with their guns, and the tortuous interaction between China and the international order began. China's participation in the international order obviously shows two characteristics: the change from "China's world" to "China of the world" and the change from "outsider" to "insider". They cross each other and complement each other, resulting in several changes in China's role in the international order. Historically, China has always been a big country. China has been leading the world in science and technology for more than 1000 years.1At the beginning of the 9th century, China's gross national product was still the first in the world. (1) China has a long and sui generis civilization, forming a sui generis imperial system in East Asia. The Confucian social and political order designed by China embodies "the world is big, is it the land of kings?" Territory, is the unified pattern of the world? (2) This unified pattern of the world constitutes the so-called Chinese and foreign order and tribute system, and "completes the hierarchical concentric world system". ③ We can regard it as the embryonic form of East Asian regional order. This order regards China culture as the only rule to regulate the existence of reality, and the kindness of Emperor China educated the whole world. Tribute order is the continuation and application of China's domestic political ruling relations, that is, the decentralization in foreign relations. It is emphasized that "four foreigners obey, and China is peaceful", "Xiu De is far away from others", and "those who are soft and far away belong to all directions, and the world is afraid of princes". China's distinction between China people and foreigners emphasizes culture, not race. ④ China-centered economic system and international order, whose purpose is to obtain the external security needed for domestic stability and prosperity, is a flexible hegemonic order, which deals with peripheral relations through the principle of giving more and taking less. The regional international order established in ancient China was centered on the tributary system, although it was suspected of inequality centered on China. However, it can be critically inherited to maintain a peaceful and mutually beneficial order through cultural and economic means. ⑤ Traditional China society stands still, lacking innovative spirit and expanding consciousness. In contrast, Europe, which got rid of the shackles of the Middle Ages, rose rapidly and accelerated the pace of external expansion. /kloc-in the 7th century, European powers extended their colonial tentacles to the southeast coast of China. /kloc-in the 9th century, after the efforts to establish more extensive and direct contact with the Qing Empire through diplomatic means were frustrated one after another, western powers resorted to force and launched a series of wars against China, crushing China's idea of dominating the world with a gun and forcibly bringing China into its dominant international order. China has experienced the transformation from a unified world to a modern nation-state, that is, from "China's world" to "China of the world". China was forced to enter the international order, bullied by foreign powers for a long time, and its territory was arbitrarily carved up, let alone safeguarding its sovereignty. In the 20th century, China's main attitude towards foreign exchanges changed from claiming to be a heavenly country to striving for equal status. (1) With the expansion of the international order from regional to global, the main symbol of which is the establishment of the League of Nations, China's willingness to actively participate in the international order has increased. 19 16 China participated in the first world war and became a victorious country for the first time in modern times. However, at the Paris Peace Conference, which arranged the future international order, China, as a victorious country, not only had no right to participate in the post-war international order arrangement, but also could not safeguard its own interests. Joining the League of Nations is an important step for China to integrate into the international community. However, Japan launched a large-scale war of aggression against China at 193 1, and China once had high hopes for the dispute settlement mechanism of the League of Nations. China appealed to the League of Nations to uphold justice and sanction aggression in accordance with the provisions of the Convention. Although the League of Nations sent a fact-finding mission and published an investigation report, the report was partial to Japan and refused to declare Japan an aggressor, which led to the first major failure in the history of the League of Nations. It was not until the end of World War II that China reappeared in a multipolar world that had never existed before.
