Select "Header and Footer" in the chapter tab to enter the header, and then select "Page Border" in "Page Layout" to add double horizontal lines, as shown below.

Footer horizontal line refers to the above method. You can also enter the footer editing state, press four short horizontal lines, and enter will automatically become a horizontal line.
