Thoughts on Kunming City (Town) System and the Construction of Secondary Cities

In today's world, cities are the concentrated expression of modern civilization, and urban development plays a vital role in promoting the economic and social development of a region. A city is like a magic giant magnet, attracting all kinds of production factors to gather in space. Under the catalysis of agglomeration effect, scale effect, multiplier effect, cooperation and collaboration effect, various economic energy has been decomposed and expanded far beyond its simple stage, thus making the city the locomotive of modern economic and social operation. From the perspective of Yunnan Province, due to the low degree of urbanization, there are not many small and medium-sized cities, especially big cities, and the mega-city Kunming ranks the highest and is the "vanguard" of the province. Therefore, the urban development of Kunming will radiate to the whole province and shoulder the arduous historical mission of promoting the urbanization process of Yunnan and the rise of other small and medium-sized cities. After analyzing the development trend of cities in the world and the present situation of cities in China, as well as the opportunities, international environment and existing problems faced by Kunming's urban development, this paper puts forward the idea of building a network city according to the urban system layout of one main city, three sub-cities, county towns and 20 satellite cities from the macro system and specific operation mechanism. Through the study of city, city (town) system and the basic framework of secondary cities, this paper puts forward the mode selection and operation mode suitable for the development of secondary cities in Kunming. Combined with the actual situation and relationship between Kunming and secondary cities, the general idea, guiding principles and implementation steps of the development of secondary cities are conceived, and the functions and nature orientation, industrial development strategy and current situation of Anning, Yiliang and Songming are analyzed and studied respectively, and the "three-step" strategy is put forward.
