Second, it is difficult for young social workers to get involved. Strengthening the construction of social workers for minors is the best way to develop the social care system for minors. With their professional quality and special status, social workers for juvenile affairs have become the best candidates for social investigation, care and help, professional psychological intervention, ideological education and guidance for minors and victims involved in crimes in procuratorial links. However, there are many difficulties in introducing professional juvenile social workers into schools, communities, enterprises and community correction centers to prevent juvenile delinquency.

Third, key teenagers are difficult to help. In recent years, the news that five underage girls were jailed for bullying their classmates and the "naked loan" was rampant in university campuses has aroused great concern in society. More and more people are concerned about school bullying, campus violence, campus fraud and other issues. In addition, the service targets of juvenile delinquency prevention work are key youth groups, especially special youth groups such as teenagers who are serving sentences or being detained in detention centers, community correction teenagers, idle teenagers, teenagers with bad or serious bad behaviors, and underage children of prisoners. The above-mentioned groups have a low degree of cooperation in carrying out special publicity and education on the rule of law, substantive education, correction or assistance, and it is difficult to implement the service management for key youth groups.

The first is to form an information protection mechanism to solve the problem of "who to help". There are few registered professional youth social organizations and lack of professional cultivation and management mechanisms. At the same time, young social workers also lack talent training and summary mechanism. The number of social workers is increasing every year, but there are few professional young social workers. When taking vocational examinations for young social workers, measures such as policy incentives should be taken when necessary to further expand the ranks of young social workers.

There is discrimination against key youth groups in society, and teenagers themselves and their families are also resistant to care and help. It is particularly important to explore appropriate ways to intervene, help and protect the privacy of key teenagers, and at the same time take appropriate preventive and therapeutic measures. Establish and improve the mechanism of government purchasing services, guide social funds to invest in the field of juvenile social work, and make a list of services by the member units of the youth crime prevention working group to make the service content specific and detailed, so as to better promote the prevention of juvenile crime.
