Building materials geological exploration center is a geological team specializing in the exploration and development of non-metallic mineral resources of building materials. Since the reform and opening-up, the Building Materials Geological Exploration Center and its subordinate geological exploration units have successively set up 26 survey institutes and 18 basic engineering construction units, including 2 first-class construction enterprises, 20 first-class engineering survey enterprises and 4 first-class survey enterprises. It has basically formed an industrial pattern of geological exploration, engineering exploration and construction and diversified management. For more than 50 years, the vast number of building materials geologists have made outstanding contributions to the development of China's building materials non-metallic mineral industry and national economic construction. More than 70% of the raw materials and main nonmetallic minerals in China building materials industry have been explored by the Building Materials Geological Exploration Center, and 80% of them have been developed and utilized. At present, the state's macro-control of some industries has been clearly manifested, and its influence on geological prospecting units is also growing. The macro-control of some industries by the state has the greatest influence on mine geology, but has little influence on engineering exploration. In 2006, the business situation maintained a good trend, especially the income-generating trend, mainly relying on the industrial prospecting industry. The contract, output value and income generation of industrial prospecting industry have increased rapidly compared with the same period of last year. The proportion of geological prospecting and other industries has decreased compared with last year.

On the whole, the management situation of geological prospecting units in 2006 was good. Compared with the same period of last year, income generation and profit increased significantly. All 26 units have exceeded the annual target. In particular, Hebei, Sichuan, Guizhou Corps and Beijing Geological Exploration Institute exceeded their annual targets by more than 50%.

But at the same time, we should also see that the industrial prospecting industry is growing rapidly, while the geological prospecting industry is growing slowly. Geological prospecting units should further explore the mine geological market and intensify industrial adjustment.

(2) Main problems

(1) After the Decision was issued, some provinces adopted a series of rectification measures to strengthen the management of mining rights. At present, most provinces implement the policy of bidding, auctioning and hanging, and most of the minerals are non-metallic minerals, which brings great difficulties to the building materials geological prospecting units for mineral rights.

(2) A few years ago, some geological prospecting units paid insufficient attention to the basic prospecting work, lacked geological data and applied for less mineral rights, which brought great difficulties to the management of mineral rights. (5) In recent years, the economic situation of geological prospecting units has been depressed, and fewer college students have been recruited. Now the old technicians are retiring one after another, which leads to a shortage of technicians and even a broken file.

(three) the basic situation of public geological work

In 2006, the building materials geological exploration center received 27.4 million yuan from the central government and 6.403 million yuan from the local government, of which 3 million yuan was used for public geological work. The main minerals in the newly discovered mining area are cement raw materials, gypsum, graphite, fluorite, kaolin, pyrophyllite, talc and other building materials and non-metallic minerals, among which high-speed railway aggregate, palygorskite, iodine-containing attapulgite and high-purity silicon raw materials are the first exploration and evaluation of our system. At the same time, minerals have also developed from non-metallic minerals in the past to energy minerals (coal) and metal minerals (iron ore, lead-zinc ore, ilmenite, bauxite, polymetallic molybdenum ore and metallurgical dolomite), and prospecting has also developed from home to abroad (Beijing Corps, Yunnan Corps Laos bauxite, Guangxi Corps Vietnamese iron ore). Through the development of public welfare geological work, a number of geological achievements in prospecting and general survey have been obtained, which has laid a good foundation for geological prospecting units to carry out commercial geological work.

(four) the basic situation of commercial mineral exploration.

In 2006, about 150 geological projects were carried out with a total investment of 64.85 million yuan, and the total drilling workload was about 7828 1 m. In 2006, exploration units around the Building Materials Geological Exploration Center actively explored the construction market, and under fierce competition, contracted 267 construction projects, including engineering exploration, geotechnical engineering, hydrological sinking, pile foundation, road and bridge, surveying and mapping, etc. , achieving an annual income of 271225,600 yuan and achieving good benefits.

(seven) the basic situation of other industries

Some geological prospecting units in the building materials geological prospecting center make full use of geographical advantages, actively revitalize real estate resources and adjust industrial structure. Hotels, guest houses, comprehensive buildings and house leasing have been built successively, with an annual income of 96.4674 million yuan, forming a number of relatively stable industries.

Three, the main experience of geological exploration industry reform

In order to implement the spirit of the State Council's "two documents" and speed up the reform of the economic system of building materials geological prospecting, in recent years, with the great attention and deployment of the leaders of the Group, the geological prospecting center has carried out many beneficial researches and explorations in this regard, and has successively formulated and promulgated a series of reform plans, measures and guiding opinions, which has played a certain guiding and promoting role in promoting and deepening the reform of building materials geological prospecting units. It is embodied in the following aspects:

Through the introduction of the above-mentioned series of work and major measures, it has undoubtedly played an effective role in deepening the reform of the economic system of building materials geological exploration. But at present, there is no qualitative change in this work, because some major policies of the state on the restructuring of geological prospecting institutions are still unclear, and there are still many policy boundaries, such as old-age insurance, the change of the nature of institutions, the transformation of personnel status, living treatment, logistics socialization, etc., which are insurmountable at least at this stage and may cause unstable factors. Therefore, the reform of geological prospecting system needs a process, which can only be promoted under the current policy background.

Four, the state-owned geological prospecting units "Eleventh Five-Year" reform and development ideas

The work policy of geological prospecting units in the 11th Five-Year Plan is to implement the State Council's decision on strengthening geological work, continue to actively and steadily promote various undertakings of reform and development of geological prospecting units in accordance with the guidelines set by the Group, continue to deepen reform, intensify industrial restructuring, accelerate the development of geological prospecting economy, and make full use of existing conditions to form the advantages of geological prospecting industry.

(1) Vigorously develop the commercial geological exploration market.

We should actively participate in competition, expand market share and increase income sources. We should continue to adhere to the strategy of "going out" and further explore the international market on the basis of existing foreign projects such as bauxite risk exploration in Laos. On the one hand, actively cooperate with the Group to undertake overseas cement projects and other construction projects, and carry out overseas non-metallic mineral resources and engineering geological exploration business; On the other hand, look for opportunities to cooperate with other large enterprises at home and abroad, actively explore overseas geological exploration markets and establish brands; It is also necessary to combine the exploration, mining and processing of nonmetallic minerals of the Group, and gradually extend overseas to participate in the geological work related to the development and utilization of nonmetallic mineral resources abroad.

It is necessary to intensify prospecting, improve the level of technology and equipment, attach importance to the registration and protection of mineral rights, and at the same time strengthen the exploration depth of resources with good development prospects and high economic value. Conditional, independent or cooperative development should be carried out in a timely manner, and some mineral rights can be transferred with compensation according to specific conditions. Encourage geological prospecting units to set up mining development companies, develop superior minerals, do a good job in deep processing of minerals and extend the industrial chain.

(three) in-depth study of geological exploration market

Do a good job in compiling the investment subsidy scheme for infrastructure construction in the Eleventh Five-Year Plan, and apply for geological exploration projects arranged by the state and local governments. It is necessary to strengthen the analysis and research on the development and utilization direction of strategic resources and their market demand, strengthen the research on the sustainable development of resource industries, and focus on strengthening the protection of mineral resources with high economic value, good market prospects and long demand cycle.

(1) Main problems

1. Housing subsidy

After the state implements the monetized housing distribution reform, employees can enjoy housing subsidies according to the policy. 3. Medical expenses

Because we don't join the medical insurance, we will face huge medical expenses every year. Most of our systems join through active efforts, but without supplementary medical insurance, the medical expenses borne by individuals are also quite large. In addition, retirees have not yet entered the scope of medical insurance, and this part of medical expenses is larger than medical insurance. However, according to the national policy, the medical expenses of retirees must be reimbursed in full and on time, and other funds can only be squeezed out to alleviate the shortage of medical expenses of retirees, which has caused great hidden dangers to the economic development of the unit and the stability of employees. It is suggested that the state increase the medical expenses allocated to retirees and subsidize the insufficient part in time.

4. About the treatment in the same city

In recent years, in order to improve the treatment of local enterprises and institutions, many subsidy policy documents have been issued one after another (especially for retirees). The implementation of these subsidy policies is paid by local finance, and localized geological prospecting units enjoy the living allowance funded by local finance, but not in local central geological prospecting units. This part of the subsidy is very large. In particular, retired workers in some difficult units have reacted strongly to this treatment issue, which has caused unstable factors and must be highly valued.

5. There is a serious shortage of students in geological prospecting units.

Because geological prospecting units are hard-working industries with low salaries, it is difficult to attract talents. In recent years, it is quite difficult for our center to recruit college graduates in the building materials geological corps of various provinces, and the competent and capable professionals in the unit cannot stay. On the one hand, professional and technical personnel can not be replenished in time; On the other hand, a group of skilled workers and professional technicians aged 40-50 have retired early. At present, the professional talents in geological prospecting units are cut off, and the drillers are in a dilemma. This vicious circle has seriously restricted the survival and development of geological prospecting units.

6. The project is more difficult to win.

In recent years, in order to strengthen the basic geological work of non-metallic minerals in building materials, the relevant ministries and commissions have given some support in applying for the examination and approval of national mineral resources projects, which has provided favorable help for our center to further improve the exploration and evaluation of non-metallic minerals in building materials. However, in the process of arranging mineral resources projects, building materials-nonmetallic mines have always been in a position of consideration and subordination in the national economic construction, so the share of this piece in the national project arrangement is relatively small compared with the scale of a professional team engaged in building materials-nonmetallic mines. In the process of commercial geological work, it is more and more difficult to win local funds for geological projects because of the increasingly fierce market competition.

(2) Suggestions

1. Strengthen the unified leadership over the reform of geological prospecting industry.

According to the State Council [1999] No.37 document and the spirit of Premier Wen Jiabao's instructions, it takes a long transition period for geological prospecting units to change into enterprises. However, due to the reform of the geological prospecting industry system, most of the geological prospecting teams originally affiliated to the central government have been localized, and the rest have entered the central government. In recent years, although great changes have taken place in the affiliation and management system of these teams, there are many problems and difficulties among geological prospecting teams due to the nature and characteristics of the geological prospecting industry, which have not been fundamentally solved. Due to this change in the system, as well as the inconsistent understanding of the State Council [1999] No.37 document, and the disagreement on the reform process and policy measures of the geological prospecting team, there is a vacuum in the reform orientation of this special industry, and there is no unified organization and coordination, and there is no clear policy measures to guarantee it. Regardless of the present situation of the geological prospecting team, some reforms are carried out too fast, resulting in too many problems left over, which is not conducive to the stability and development of the geological prospecting team. On the issue of deepening the reform of geological prospecting industry, it is suggested that the relevant state departments should, in accordance with the spirit of the State Council's Decision on the reform of geological prospecting units, and on the basis of full investigation, localize and play chess with the central geological prospecting team nationwide, and strengthen organizational leadership and deployment. It is necessary to formulate unified policies and measures and issue general guidance to promote the reform and healthy and stable development of the national geological prospecting team.

2. Overall planning of endowment insurance

The problem of geological prospecting units entering the endowment insurance of local institutions as a whole is an important content stipulated in the State Council [1999] No.37 document, and it is also the key to deepen the reform of geological prospecting team. In view of the fact that most of the geological prospecting units of building materials have not entered the overall pension insurance system of local institutions, it is suggested that the Ministry of Land and Resources should reflect and negotiate with relevant state departments and local governments to properly solve them as soon as possible. First, strive to avoid paying admission fees and lower the entrance threshold; Second, the state gives certain financial subsidies to geological prospecting units; Third, the state and local governments give certain preferential policies, just like the transformation of 242 scientific research institutes nationwide at that time, the previous year was regarded as an introduction.

To sum up, in order to make great progress in the cause of geological prospecting units, in addition to the preferential policies and financial support given by the state for the particularity of geological prospecting industry, it is imperative to solve the establishment of social security system for geological prospecting units as soon as possible. Make geological prospecting units, like local enterprises and institutions, implement community management for retirees on the premise of unified participation in social security.
