However, with the economic development and technological progress, some unscrupulous businessmen use new technologies and resources in production without trial, and even dare to illegally apply them to food processing while knowing that they are toxic and harmful, which brings great challenges to food safety and leads to some food safety incidents. In just a few months, everything sounded so shocking, from the inferior milk powder incident in Fuyang to the production of gelatin and hydrolyzed protein from non-food raw materials, from the Nanjing poisoned water product incident to the Guangdong poisoned wine incident, from "crude soy sauce" to "hydrogen peroxide coconut". There may be many reasons for the frequent occurrence of these food safety hazards incidents, but the main reason is that some businesses have lost their basic human conscience by any means in pursuit of high economic interests. However, some local governments have long paid one-sided attention to economic development and neglected the government's regulatory functions, which made the construction of regulatory institutions and technological progress relatively backward, and also gave some profiteers an opportunity. Each incident itself seems isolated, but the harm caused is great. Our consumers are already asking: What else can we eat? What dare you eat? In July last year, the General Office of the State Council issued the Notice on Implementing Food and Drug Safety Project, which defined the work objectives.
