Project schedule management

(A) Pre-planning system

1, the overall project progress reporting system

The general contractor shall bear the liability for breach of contract.

2. Progress measures and plan report

Before the project starts, the construction organization design prepared by the general contractor shall include schedule measures and plans. The general contractor can also work out schedule guarantee measures and plans according to the actual situation of the project and its own strength. Guarantee measures and schemes shall be submitted to the supervisor and the project company for review before the project starts, and then submitted to the project management department and the competent vice president for examination and approval, as an annex to the contract. In the process of engineering construction, the construction unit should dynamically adjust the progress plan and guarantee scheme according to the actual construction situation. In the plan, it should master the principle of "tightening first and loosening later" (the foundation and main time should be as compact as possible), and increase the progress control measures and efforts to ensure the effective implementation and control of the total contract progress plan. If there are major adjustments to the progress measures and plans, the general contractor shall re-compile the progress measures and plans, and examine and approve them according to the original examination and approval procedures, and implement them after they are passed. However, the adjustment of schedule measures and schemes can't go against the whole construction period plan, and its general contractor can't shirk the responsibility for breach of contract.

Before each subcontracted project comes into play, it is also necessary to prepare their own measures and schemes to ensure the progress of sub-projects according to the requirements of the total schedule, and submit them to the supervision and project company for review, and then to the project management department and the competent vice president for approval. The schedule of subdivisional work must conform to the general schedule, and leave enough space for the construction of other projects.

3, the actual elements of the construction site inspection and adjustment measures

In the monthly inspection, the project manager department will check the progress plan implementation of each unit project and its affiliated projects according to the above progress plan and guarantee measures. If it is found that the actual progress plan is seriously delayed, which is more than 7 days later than the original plan, the engineering management department will investigate the reasons for the delay, and ask the person in charge of the unit that delayed the construction period to write the guarantee measures and plans to speed up the construction. The head office reserves the right to impose fines on the delay. All construction units should constantly adjust their plans according to the actual situation to ensure that the construction period of key nodes is no longer delayed, otherwise they will be punished according to the contract.

(2) Construction process control system

1, monthly inspection system

The project manager department will conduct inspection at the end of each month. During the inspection, the actual progress of each unit's project will be checked, and the progress confirmation form and image data will be filled in. After the written information is signed by the person in charge of the project company, it will be used as the witness information of contract execution and the control basis of project fund allocation. If the project is delayed, the project management department will postpone the approval of funding and reserve the right to take economic punishment.

2. If the progress lags behind, implement progress control measures according to the actual situation on site.

During the inspection, it was found that a certain unit or subdivisional work was seriously behind the reported plan, so a written supervision notice was written to inform the unit to come up with practical measures and plans to ensure the progress, and it was reported to the Engineering Management Department for review and adjustment within 3 days. The engineering management department will check the implementation of its measures in the middle of next month. Effective measures, the actual progress is consistent with the planned progress, not to be held accountable. If the measures are not effectively implemented, the actual progress has not changed significantly. In this way, the whole construction period will be delayed, and the project management department can take fine measures and ask it to write a written guarantee. In severe cases, it may be retired and the construction team will be re-selected.

(3) Project progress evaluation measures

Evaluate the implementation of the project schedule; During the monthly inspection, the engineering management department will conduct monthly assessment on each sub-item or general contractor according to the actual progress of each unit. Re-evaluate the implementation of project progress rectification in each unit in the middle of the month. Summarize once every quarter, go directly to the completion of the unit project and evaluate the overall construction of the unit project. As an important basis for selecting qualified suppliers in the future.

Four, production safety civilized construction management system

(A) prior control

1, safety and civilized construction plan review

Before the project starts, the construction unit shall prepare a safe and civilized construction plan, submit it to the supervisor and the project company for approval, and submit it to the project management department and the competent vice president for approval before the project can start. The construction unit can incorporate the safe and civilized construction scheme into the construction organization design. The safe and civilized construction scheme must be compiled according to the characteristics of the project, the standards and specifications of safe production and civilized construction, and it is targeted and operable.

2, the site layout, materials, mechanical stacking standard audit

The safe and civilized construction plan submitted by the construction unit before construction shall include the site layout, which shall include the stacking position, standards and requirements of important machines and tools and main materials. The construction unit shall submit the standards and requirements for material stacking and machine arrangement to the project company for examination and approval, and report them to the Engineering Management Department and the competent vice president for approval before implementation. After examination and approval by the engineering management department and the competent vice president, it will be an annex to the construction contract. Under the supervision and management of the project company, the unit project must ensure that the construction site meets the following requirements:

3. Audit of preventive measures and accident handling procedures for potential safety hazards

The construction unit shall, according to the characteristics of this project and the requirements of national laws, regulations and norms, prepare preventive measures for potential safety hazards. According to the characteristics of various hazards on site, the prevention plan of major accidents can be compiled. The accident plan should be targeted, practical and operable. Preventive measures and plans shall be submitted to the supervisor and the project company for approval, and submitted to the engineering management department and the competent vice president for approval before implementation.

(2) Inspection during construction

1, check the implementation of civilized construction scheme at the safety production site every month.

During the monthly inspection, the engineering management department should check the implementation of the safe and civilized construction plan submitted by the construction unit before the start of construction. Write a written rectification notice for those who have not implemented it, and urge them to make rectification within a time limit.

Safety accident plan can't just stay in words. In the process of construction, various drills should be carried out according to different situations, and drill records should be made. For the problems exposed in the drill, targeted measures should be taken in time. The engineering management department will conduct inspection according to the specific conditions in the inspection and daily work.

2, safety protection and civilized construction acceptance

The stacking of on-site materials and machines is a dynamic process, and the construction unit should update its plane layout at any time according to different stages of unit project construction. During the monthly inspection by the Engineering Management Department, the inspection and acceptance will be conducted according to the floor plan and the approved stacking standards for materials and machinery. The construction unit shall stack materials according to the standard (see Article 2 of Prior Control for details), so as to make the site clean and civilized. Signs and signs are complete, neat, beautiful and generous, achieving the effect of enhancing the image and strength of construction enterprises. The dense mesh is neat and smooth; Scaffolding shall be installed firmly and evenly spaced. The limb protection is complete and meets the specification requirements.

3, safety disclosure and safety education inspection

Safety disclosure and safety education system is an important system in safety work, which plays an important role in improving the safety awareness of front-line workers and reducing the occurrence of safety accidents. Therefore, the construction unit, supervision unit and project company should pay attention to the implementation and execution of this work, so that this system can play its due role. The engineering management department should check the witness data of safety disclosure and safety education, and check the conformity and effectiveness of the data content.

4. Rectification and inspection of potential safety hazards

In the monthly inspection, the engineering management department will write a rectification notice within a time limit for the detected safety hazards. The project company shall urge the construction unit to rectify the problems raised. The Engineering Management Department will also review the issues raised last time in the review.

(3) Safety production and civilized construction evaluation

According to the above inspection, the project management department evaluates the safe and civilized construction of each unit's projects. The assessment shall be conducted once a month, including inspection and rectification implementation. Summarize it once every quarter and evaluate its unit project in stages. After the completion of the unit project, the unit project will be evaluated as a whole according to the monthly and quarterly evaluation, and a file will be formed as an important basis for selecting qualified suppliers in the future.
