At present, the basic nine-year compulsory education free mechanism has been widely implemented in rural areas of China, which not only consolidates and strengthens the achievements of rural compulsory education, but also promotes the process of building a new socialist countryside and a harmonious society.
However, due to the bondage and influence of traditional education, for a long time, China's rural education structure is single, vocational education and adult education are weak, and exam-oriented education is hard to return. In some places, the enrollment rate is often regarded as the only goal of evaluating education, which leads to the disconnection between rural education and local production and people's life, and ignores the cultivation of students' innovative consciousness and ability. In the selection of interview groups, we adopt a divergent way to find the subjects that can influence rural compulsory education according to the principles of typicality and extensiveness, and interview some students, teachers and parents respectively.
Three. Analysis on the present situation and reasons of rural primary and secondary education;
Through interviews and questionnaires, after analysis, we summarize the current situation of compulsory education in our town as follows:
Status 1: Education funds are seriously insufficient.
The serious shortage of teaching resources in rural primary and secondary schools is first reflected in the serious shortage of education funds. In recent years, the state's investment in education only accounts for 2% of GDP. As far as this 2% is concerned, most of it is invested in higher education and urban primary and secondary education. When the already limited funds are in the hands of the education administrative departments at the district, county and town levels, some make full use of the funds to build "model schools" and "window schools" in urban areas and spare no effort to show off their personal achievements. In an educational research report, the author saw a small county with a population of only 600,000. In spite of the people's opposition, he spent nearly 100 million yuan to rebuild a well-built key middle school. In this way, it will eventually reach rural primary and secondary schools, especially compulsory education schools.
Due to the serious shortage of education funds, coupled with the expansion of some education officials' political achievements, the basic education teaching facilities in rural primary and secondary schools are lacking and backward, which leads to the inability to carry out normal teaching activities. Many courses, such as music, physical education, aesthetics, labor and so on, cannot guarantee the completion of teaching tasks because of the lack of teaching facilities. Status quo 6: "State-owned private" education is struggling, and parents have a dilemma.
The author lives in Baoji Town, Bincheng District, and is restricted by the local economic development level. A few years ago, a "state-owned and private" nine-year experimental school came into being. The school's running expenses and teachers' salaries are "public", which integrates the best teachers' resources in the town and enriches them all to the experimental school. However, the charging standard is "private", which makes the local poor peasant families even more overwhelmed. In order to give children better educational opportunities, they have no choice. Even though this school has received due attention in a certain period of time, it has also achieved outstanding school-running benefits. However, the high-fee education based on the loan of10 million yuan for running a school, on the one hand, has caused artificial unfairness to compulsory education schools, students and parents, and increased the economic burden of local people; On the other hand, it also maliciously competes for the educational resources of those veritable private schools, which limits or stifles the survival and development of private schools in the true sense.
