Improper drafting of title
"The title of the official document shall accurately and briefly summarize the main contents of the official document and indicate the type of the official document, and generally indicate the issuing authority. Except for the names of laws and regulations and books, official document titles generally do not need punctuation marks. " A standard official document title is generally composed of "issuing authority+cause+genre", also known as "three elements", and can also be composed of "two elements" or "genre". However, the "two elements" or "language" should generally be published in a fixed version, or posted to the public, such as "traffic management bureau notice" and "announcement".

Both letters and instructions can be used for "requesting approval", but they are written in different directions. (3) Abuse of announcements and circulars
Announcement and circular are the only two languages in the current statutory administrative documents. Announcement "is applicable to the announcement of important or statutory matters at home and abroad" and "is applicable to the announcement of matters that all relevant sectors of society should abide by or know", and there are differences between them in terms of issuing organs, recipients and the importance of content. Announcements are issued by higher authorities, mostly state organs, with a wide range of recipients-"announced at home and abroad", and the matters announced are of great significance. However, the scope of the organs, organizations, enterprises and institutions issued by the announcement is relatively wide, and the scope of recipients is relatively small-"all relevant aspects of society" is limited to a certain range. The matters announced involve general matters, mostly business work.

2. The reason statement is repetitive, lengthy, empty and unclear.
The reason for the title of the official document is a high generalization of the content of the official document.

4. The mark of the main delivery organ is incorrect
The main sending organ refers to the main accepting organ of official documents, and shall use the full name or standardized abbreviation or generic name.

6. Improper labeling of structural hierarchy ordinal number
