Article 1 In order to standardize the management of dissertations, promote the construction of a good style of study, improve the quality of personnel training, and seriously deal with the falsification of dissertations, these Measures are formulated in accordance with the Regulations of People's Republic of China (PRC) on Academic Degrees and the Higher Education Law of People's Republic of China (PRC).

Article 2 Doctoral dissertations, master's dissertations and undergraduate dissertations (graduation design or other graduation practice links) (collectively referred to as dissertations) submitted to degree-granting units shall be handled in accordance with the provisions of these Measures.

Article 3 The term "falsification of dissertations" as mentioned in these Measures includes the following situations:

(1) buying and selling dissertations or organizing the sale of dissertations;

(2) Entrusted by others, writing or organizing dissertations for others;

(3) Plagiarizing other people's works and academic achievements;

(4) Forging data;

(five) there are other serious acts of fraud in the dissertation.

Article 4 An applicant for a degree shall abide by academic ethics and academic norms and independently complete the thesis under the guidance of a tutor.

Article 5 A tutor shall educate the academic ethics and academic norms of the degree applicants, guide the research and writing process of the degree thesis, and examine whether the degree thesis is independently completed by them.

Article 6 Degree-conferring units shall strengthen the construction of academic integrity, improve the examination system of dissertations, clarify responsibilities, standardize procedures, and examine the authenticity and originality of dissertations.

Article 7 If the dissertation of a degree applicant is purchased, written by others, copied or forged, the degree-granting unit may cancel its qualification for applying for a degree; If a degree has been obtained, the degree-conferring unit may revoke its degree and cancel its degree certificate according to law. The decision to cancel the qualification for degree application or cancel the degree shall be announced to the public. At least 3 years from the date of making the decision, each degree-granting unit shall not accept its degree application again.

If the applicant for the degree specified in the preceding paragraph is a student, his school or degree-granting unit may expel him from school; For on-the-job personnel, the degree-conferring unit shall, in addition to giving disciplinary action, notify its unit.

Article 8 Students who write or sell dissertations for others, or organize others to sell or write dissertations on their behalf, may be expelled from their schools or degree-granting units; Teachers and other staff members of schools or degree-conferring units may be dismissed or terminated by their schools or degree-conferring units.

Article 9 Instructors fail to perform their duties such as academic ethics and academic norms education, thesis guidance and examination. And the degree thesis under its guidance is fraudulent, the degree-granting unit may give a warning and record a demerit; If the circumstances are serious, the post level may be lowered until the employment contract is dismissed or terminated.

Article 10 Degree-conferring units shall incorporate the examination of dissertations into the annual assessment of student training departments such as colleges (departments). If there are many fraudulent dissertations or dissertations, the degree-granting unit shall give informed criticism to the student training departments such as colleges (departments), and may give corresponding punishment to the person in charge of the colleges (departments).
