Article 1 Scope of application
This qualification is applicable to professional and technical personnel engaged in arts and crafts design, tourism handicraft design, industrial product modeling design, advertising design, packaging design, indoor and outdoor decoration design, dyeing and weaving design, clothing design, exhibition design, arts and crafts education, scientific research and other work to declare the professional and technical qualification of senior arts and crafts artists.
Article 2 ideological and political conditions
Applicants for professional and technical qualifications must support the leadership of China Producers' Party, love the motherland, abide by the Constitution and laws of People's Republic of China (PRC), have good professional ethics, study hard and actively serve the socialist modernization.
Since assuming the present position, if one of the following circumstances occurs, the application will be suspended within the prescribed length of service:
1. Units that fail the annual assessment or are declared by informed criticism, 1 year;
Two, by demerits above punishment, a delay of 2 years to declare;
Three, resort to deceit, forged academic qualifications, plagiarism, delay the declaration for three years;
Four, serious dereliction of duty, dereliction of duty, causing heavy losses to enterprises or units, delaying the declaration for 4 years.
Article 3 Qualifications and qualifications
Since my present position, I have had one of the following situations:
1. Obtained a doctorate and obtained intermediate professional and technical qualifications for more than 2 years; Master's degree and intermediate professional and technical qualification for more than 4 years; Bachelor degree or above and have obtained intermediate professional and technical qualifications for more than 5 years; College degree, intermediate professional and technical qualification for more than 7 years.
Two, the staff of state organs are diverted to enterprises and institutions, or work in non-public units, engaged in professional and technical work without professional and technical qualifications, according to the following academic qualifications and qualifications:
Get a doctorate and engage in professional and technical work for more than 2 years; Master's degree, engaged in professional and technical work for more than 8 years; Graduate or double bachelor's degree, engaged in professional and technical work for more than 9 years; Bachelor degree, engaged in professional and technical work 1 1 year or more; College graduate, engaged in professional and technical work 15 years or more.
Article 4 Foreign language conditions
1. I have passed the national foreign language examination for professional titles (Grade B);
Two, the exemption conditions according to the provisions of the professional title reform leading group.
Article 5 Requirements for computer application ability
First, take the national computer application ability test for professional and technical personnel (three modules);
Two, the exemption conditions according to the provisions of the professional title reform leading group.
Article 6 Conditions for continuing education
Complete the continuing education tasks stipulated by departments, industries and government personnel departments.
Seventh professional and technical work experience (ability) conditions
Since my present position, I have had one of the following situations:
I. As a technical backbone, I presided over or participated in more than one provincial (ministerial) scientific research project.
Two, presided over or as a technical backbone to participate in more than two municipal scientific research projects.
Three, the work was selected into the national first-class association professional exhibition once or twice at the provincial (ministerial) level professional exhibition.
Four, presided over or planned or designed more than one provincial (ministerial) level (more than two municipal) professional projects, and has been implemented.
Five, to participate in the preparation of national standards, industry standards or provincial (ministerial) level norms and procedures.
Six, to participate in the preparation of arts and crafts professional teaching materials or presided over the training and teaching of arts and crafts professional and technical personnel at or above the municipal level.
Article 8 Conditions for performance results
Since my present position, I have had one of the following situations:
First, won the provincial (ministerial) level science and technology, scientific research and educational achievements third prize more than one;
Two, won a national association professional exhibition appraisal award;
Three, won more than one national association professional awards;
Four, won the provincial (ministerial) level or industry association professional award second prize more than one;
Five, the work has been collected by more than one professional unit at or above the provincial level (professional units refer to art galleries, treasures, museums);
Six, the implementation of the project by the provincial (ministerial) level industry experts to identify the outstanding arts and crafts design 1 piece or more;
Seven, to obtain greater value or significant economic benefits of professional invention patents (inventors);
8. The designed products have received a good response in domestic and foreign markets, earning more than 50,000 US dollars in foreign exchange or more than 400,000 RMB in domestic sales.
Article 9 Papers, Works and Conditions of Works
Since my present position, I have had one of the following situations:
1. Officially published 1 this professional work (including main co-participants);
Two, published papers in professional core journals 1 or published papers in professional journals at or above the provincial level.
Iii. Publish papers 1 in professional journals publicly issued at or above the provincial level, and read papers 1 at national professional academic conferences (2 papers were read or won at provincial professional academic conferences 1).
Four, the provincial public professional journals published three works, published papers 1 article.
Outside of Regulation 10
Since taking office, those who meet one of the following conditions may declare their academic qualifications and qualifications:
First, won the second prize of provincial scientific and technological progress, bronze drum award, second prize of social science and second prize of educational achievement award.
Two, the work won more than one second prize in the professional exhibition or appraisal of the national first-class association;
3. Obtaining the honorary title of Master of Arts and Crafts or above;
Four, in the process of designing and producing arts and crafts products, has made great achievements, and made certain contributions to the development of local industrial economy. In the past two years, its products have earned more than 654.38+million US dollars or sales revenue of more than 1 10,000 yuan annually.
Article 11 Supplementary Provisions
A, who meet the above conditions, can declare the qualification of senior arts and crafts, and according to the prescribed procedures to send evaluation, otherwise, the personnel (zhigai) departments at all levels will not be accepted, the jury will not review;
Two, this condition shall be implemented as of the date of issuance, and this condition shall prevail if it is inconsistent with this condition before;
Three, this condition by the provincial office, the provincial arts and crafts office is responsible for the interpretation of the division of responsibilities.
