In the garden, "the pavilions are close to the water everywhere", and the flower galleries and waterside pavilions are dense and well-organized, making full use of the scenery-borrowing technique. The characteristics of fish watching in Huagang are flowers and fish, so the red fish pond and peony pavilion are the center of the whole garden. Visitors can lean on the railing to feed and watch the red fish compete for food. A large number of peonies, peonies and azaleas are planted beside the Peony Pavilion. Stones and pine trees were planted in front of the pavilion, making the peony garden a natural bonsai with great interest.

Huagang Fish Watching was originally the private garden of Lu Yunsheng, an in-service official in the Southern Song Dynasty. It's called Green Garden, which is famous for enjoying flowers and watching fish. Luyuan was once at the foot of Huajiashan Mountain, and a clear stream flowed into the West Lake from Damailing in Xishan Mountain, hence the name "Huagang". The old peony garden was built in the winter of 1954, which is as famous as the red fish pond. This is one of the two major attractions for fish watching in Huagang. The highest point of the peony garden is the peony pavilion with double eaves and octagonal conical roof. The pavilion tablet was inscribed by contemporary writer Mr. Mao Dun. Hundreds of rare peony plants with bright colors and unique fragrance are planted in the park, such as Lagerstroemia indica, Yao Huang, Emerald, Rouge Dianyu and Jiaorong. The couplet on the painting floor of Zhu Hong in Peony Pavilion was inscribed by the famous calligrapher Mr. Zhu Lesan, which is a famous sentence in Bai Juyi's Peony Square: "Dew is light purple, Hideteru is red."

Because the old Peony Pavilion was built in 1950s, it was corroded by termites, and the internal components began to be damaged, even the pavilion was skewed. For the safety of tourists, the West Lake Management Office decided to demolish the old peony pavilion and rebuild a new one on the original site. The staff of Huagang Management Office said: "The new Peony Pavilion will be completed and opened to tourists on New Year's Day next year, and it will be built in full accordance with the original' double-eaved octagonal conical roof'. In April and May next year, when all kinds of peonies are in full bloom, going to the Peony Pavilion to enjoy flowers will have a different taste. " He also revealed that in the new Peony Pavilion, the plaque inscribed by Mr. Mao Dun and the couplet inscribed by Mr. Zhu Lesan will be copied in the original place.
