The submission process shows what it means to withdraw the manuscript from the experts to the editorial department.
The submission process shows that the experts withdraw the manuscript to the editorial department, which means:

1. The author voluntarily withdraws the manuscript: after successfully submitting the manuscript through the online submission system, the author needs to explain the situation in writing to the editorial department for his own reasons, sign the names of all the signed authors of the article, and submit copies of the ID cards of all the signed authors. All the losses caused by this shall be borne by the author himself. If the manuscript is withdrawn twice due to the author's reasons, the editorial department will reject the manuscript with its signature within two years.

2. Withdrawal of the manuscript by the editorial department: If the editorial department finds that a manuscript is over-submitted, repeatedly published, academic misconduct, etc., the editorial department will resolutely withdraw the manuscript and submit relevant materials to the editorial board to make a decision to withdraw the manuscript. The page fee paid by the author will be regarded as the remuneration of the periodical and a warning letter will be issued. If the circumstances are serious and bring economic losses to this journal, the author will also be investigated for corresponding responsibilities, including informing his unit that he shall not publish his signed paper within two years.
